Memoranda of Understanding between ICAO and African countries to develop infrastructure and address aviation industry challenges

The sessions of the eleventh edition of Africa and Indian Ocean Aviation Week (AFI Aviation Week 2026), hosted by Egypt, witnessed the signing of memoranda of understanding between the International Civil Aviation Organization (ICAO) and a number of African countries, in the presence of Dr. Sameh El-Hefny, the Egyptian Minister of Civil Aviation, and a number of civil aviation leaders, heads of African organizations and entities concerned with the air transport industry.

Strengthening cooperation between the International Civil Aviation Organization and African countries

The memoranda of understanding aim to enhance cooperation between the International Civil Aviation Organization and African countries, in order to support the development of the civil aviation system, raise institutional and technical capabilities, and support the implementation of programs and initiatives aimed at improving the efficiency of the sector, in accordance with international standards and practices, in order to contribute to the development of infrastructure and enhance the readiness of the civil aviation sector to face future challenges.

Pivotal role for Africa and Indian Ocean Aviation Week

Dr. Sameh El-Hefny emphasized that the signing of the memoranda of understanding and the launch of joint initiatives during the conference activities embodies the pivotal role of the Africa and Indian Ocean Aviation Week as an international platform to promote partnerships and coordinate efforts among the various parties involved in the air transport industry, which contributes to the implementation of priority projects and advances efforts to develop the civil aviation sector in the African continent.

The Minister of Civil Aviation added that continued cooperation and coordination between the International Civil Aviation Organization (ICAO) and its member states is a fundamental pillar for keeping pace with the rapid changes in the sector, through the exchange of expertise, the development of competencies, and the adoption of modern technological solutions, which supports the achievement of sustainable development, raises the efficiency of the civil aviation system, and enhances air connectivity between African countries.
