اتفاق بين جنوب السودان وأوغندا لتعزيز الأمن والسلام على الحدود

دخلت أعمال الاجتماع الثنائي للتنسيق المشترك بشأن السلام والأمن عبر الحدود بين جمهورية جنوب السودان وجمهورية أوغندا، المنعقد في مدينة أروا الأوغندية، يومها الثاني، وسط تقدم في مناقشة مسودة التقرير المشترك والبيان الختامي، تمهيدًا لاعتمادهما والتوقيع عليهما في ختام الاجتماعات.
صياغة آليات تنفيذ الاتفاق
وركزت جلسات اليوم الثاني على مراجعة التوصيات النهائية وصياغة آليات تنفيذ مشتركة لمعالجة التحديات الأمنية والقضايا الحدودية، بما يعزز التنسيق بين المؤسسات المختصة في البلدين ويحد من النزاعات والتهديدات العابرة للحدود.
وأكد الوفدان، التزامهما بتأسيس لجان عمل مشتركة تتولى متابعة القضايا الحدودية بصورة منتظمة، ووضع حلول استباقية ومستدامة للمشكلات المتكررة، بما يشمل تعزيز تبادل المعلومات، ودعم الاستجابة المشتركة للتحديات الأمنية، وتقوية التعاون بين الإدارات المحلية والمجتمعات الحدودية.
كما شدد الجانبان، على أهمية اعتماد نهج تعاوني طويل الأمد يسهم في ترسيخ الأمن والاستقرار، وتهيئة بيئة أكثر ملاءمة للتنمية والتبادل التجاري وحركة المواطنين عبر الحدود، بما يعكس متانة العلاقات الثنائية بين جوبا وكمبالا.
ومن المنتظر، أن تُختتم الاجتماعات بإقرار تقرير مشترك وبيان ختامي يتضمنان حزمة من التوصيات والإجراءات العملية الرامية إلى تعزيز التعاون في مجالات السلام والأمن وإدارة الحدود، بما يدعم جهود البلدين في مواجهة التحديات المشتركة وتعزيز الاستقرار الإقليمي.

وفي وقت سابق، توجه حاكم ولاية الاستوائية الوسطى، إيمانويل عادل أنطوني، على رأس وفد حكومي رفيع المستوى إلى مقاطعة كاجو -كيجي، لإجراء مباحثات مع مسؤولين من إقليم غرب النيل الأوغندي، في إطار جهود مشتركة لاحتواء التوترات الأخيرة وتعزيز الأمن على الشريط الحدودي بين البلدين.
The visit aims to explore ways to enhance security coordination, including activating joint patrols and exchanging information, as well as discussing border issues and working to protect civilians and prevent the recurrence of tension incidents.
This move comes in the wake of clashes in the border region between the South Sudan People’s Defence Forces (SSPDF) and the Ugandan People’s Defence Forces (UPDF), which local authorities said resulted in the displacement of about 20,000 people from Kajo-Keji County.
Local officials in South Sudan accuse Ugandan forces of continuing to encroach on border territory, despite the bilateral relations between Juba and Kampala. So far, neither the South Sudanese government nor the military leadership has issued an official statement regarding the accusations or the recent developments on the border.
The Council of Ministers of Central Equatoria State in South Sudan discussed security developments on the border with Uganda, affirming the state government’s commitment to working jointly with the national government to address the repeated incursions of the Ugandan People’s Defence Forces (UPDF) into the territory of Kajo-Keji County, and to work to contain tensions and restore stability to the border areas.
This came during the council’s regular meeting, chaired by the state governor, Emmanuel Adil Anthony, where ministers reviewed the security developments in Kajo Keji following the recent clashes between the South Sudan People’s Defence Forces (SSPDF) and Ugandan forces, which raised concerns about escalating tensions on the shared border between the two countries.
