He stated in a post on the X website that Israel is expected to do its part by establishing an embassy in Hargeisa, the capital of Somaliland.

Israel recognized Somaliland as an independent and sovereign state last December, a move rejected by the Somali government, which described it as a “deliberate attack” on its sovereignty and territorial integrity.
Somaliland has enjoyed de facto self-rule since 1991, with relative stability compared to the rest of Somalia, which has experienced civil war, but it has not yet gained widespread international recognition from any country except Israel recently.

Somaliland seeks to gain broader international recognition, believing that the Israeli move could represent a gateway to further recognitions from different countries, thus enhancing its political and economic presence on the international stage.
In the same context, Israeli Foreign Minister Gideon Sa’ar confirmed that opening an embassy for Somaliland in Jerusalem would be an additional step in strengthening bilateral relations, noting that this embassy would be the eighth in the city.
Most countries maintain their embassies in Tel Aviv rather than Jerusalem, despite the United States moving its embassy to Jerusalem during the administration of US President Donald Trump, while the United Nations and most of the international community consider East Jerusalem to be occupied territory.
