The President of the Republic, Salva Kiir Mayardit, issued a series of Government directives The mission included accelerating preparations for the elections, enhancing the performance of institutions, expediting civil service reform, and increasing the efficiency of non-oil revenues, during separate meetings held in Juba.
Salva Kiir calls for providing the necessary funding to support the electoral process.

Regarding the elections, President Kiir stressed the need to focus all efforts on ensuring the elections are held as scheduled in December, calling on financial institutions to expedite the provision of necessary funding to support the electoral process. He emphasized that providing resources in a timely manner is crucial to ensuring the smooth running of the process.
For his part, Minister of Cabinet Affairs Martin Elia Lomuro explained that the first phase focuses on dialogue between political parties to build consensus and create a peaceful environment, noting that the relevant committee has prepared a clear plan to guide this process. Interior Minister Aliu Ayang Aliu also emphasized the crucial role of security forces in securing the elections and ensuring they are conducted safely and in an orderly manner.
In a related context, President Kiir directed the National Telecommunications Authority to accelerate technical reforms and infrastructure modernization, following a report submitted by Director General Rizk Dominic, in which he pointed to the obsolescence of technical systems, especially in the field of fourth-generation services, and the urgent need to develop them to enhance communication and cybersecurity.
Instructions to expedite the payment of employee salaries and address arrears
On the civil service side, the President stressed the need to expedite the payment of employee salaries and address arrears, following a briefing by the Minister of Public Service, Ezekiel Lol Gatkuoth, on the challenges facing the salary system, stressing that regular salary payments are a priority to ensure the stability of the government apparatus and motivate employees.
On the economic front, the President called on the Revenue Authority to enhance the collection of non-oil revenues during his meeting with Commissioner General Mun Deng Aguet, praising the significant improvement in revenues in recent months as a result of administrative reforms. He emphasized that diversifying income sources is a crucial step towards reducing dependence on oil and achieving long-term economic stability.
These presidential directives reflect the government’s orientation towards addressing economic and administrative challenges, and creating a political and security environment for holding elections that can be relied upon to enhance stability and build state institutions.
