President Abdel Fattah El-Sisi issued a decision Republican Promoting Major General A.H. Mohamed Abdel Rahman Basyouni Salem Rabie to the rank of Lieutenant General, effective July 9, 2026.

President Abdel Fattah El-Sisi issued a presidential decree appointing Lieutenant General Mohamed Abdel Rahman Besiony Salem Rabie, Chief of the Armed Forces Operations Authority, as head of the National Authority for Crisis and Emergency Management.

The presidential decree included the appointment of Major General Hany Mahmoud Sayed Mansour, Director of the Signal Corps of the Armed Forces, as Deputy Chairman of the National Authority for Crisis and Emergency Management.
The presidential decree also included the appointment of Major General Sameh Nabil Youssef from the Ministry of Interior as Assistant to the Head of the National Authority for Crisis and Emergency Management, effective July 9, 2026.
