The Council of Ministers of Mali, in its regular session held on Thursday, June 25, 2026, approved the draft texts relating to the ratification of the loan agreement signed in Lomé on April 29, 2026, between the Government of the Republic of Mali and the West African Development Bank.
According to the report of the Minister of Foreign Affairs and International Cooperation, this loan, amounting to 15 billion CFA francs, is intended to contribute to the partial financing of the project to build the Kourouba hydroelectric power station and connect it to the electricity grid of the Malian Energy Company (EDM-SA).
This decision is important and has a significant impact on local development in particular, and national development in general, which is what prompted the Malian government to make it recently.
Hydroelectric power station
The construction of this hydroelectric power station represents the culmination of the energy transition process initiated by the transitional authorities, and is a key objective of the “Mali Kura ɲɛtaasira ka bɛn san 2063 ma” vision.
In addition to increasing access to electricity for the population, the planned 3.9 MW small hydroelectric power plant and associated 33 kV power transmission line on the Kuruba Dam will contribute to sustainable development and poverty reduction by providing affordable energy services to the Kuruba, Guala and Tiakadogo Faraba communities in the Koulikoro region.
Koruba Station
The Kuruba Dam, inaugurated in January 2021, consists of two separate structures separated by a central island in the Sankarani River, forming a dam bridge. The planned mini-power plant will increase the utilization of hydroelectric power by 0.391 TP3T, improve access to electricity for an additional 1,562 subscribers in the project area, increase electricity production by 12.2 GWh, and reduce the cost of electricity production in the region.
