Burkina Faso fines Canal+ for the second time for broadcasting state-run channels.

Burkina Faso's media regulator has imposed a new fine on Canal+ after accusing it of failing to implement a decision requiring it to make state-run channels available free of charge to all subscribers, even after their subscriptions have expired.

The penalty came after the authority deemed that the company had not complied with the deadline set for correcting the violation, which prompted it to tighten procedures and impose a fine larger than the previous penalty.

Ensuring citizens' access to public channels

The Media Regulatory Authority affirmed that government channels provide services and information of national importance, and therefore must remain available to all citizens without any additional fees or technical restrictions.

She added that the agreement concluded with the company stipulates the continuation of broadcasting public channels free of charge, considering that failure to comply with this condition constitutes a violation that warrants taking legal action.

Escalation of regulatory measures

This is the second time the company has been subjected to a financial penalty in a short period, after it had previously received an official warning with a deadline to rectify its situation, but the authorities confirmed that the company did not meet the required conditions within the specified period.

The regulatory authorities believe that imposing sanctions aims to ensure respect for the laws regulating the media sector and to preserve subscribers' rights to access national channels.

Greater oversight of the media sector

This move comes amid tightening control over the media sector in Burkina Faso, where authorities are working to compel broadcasting companies to comply with local agreements and laws, ensuring that services continue to be provided in accordance with approved standards.

Observers believe that the case reflects the authorities' tendency to impose greater control over the performance of media and broadcasting companies, while emphasizing the need to respect contractual obligations within the country.

Continued monitoring of the implementation of the decision

The Media Regulatory Authority confirmed that it will continue to monitor the company’s compliance with the decision, stressing that respecting the regulations is a prerequisite for the continued operation of broadcasting companies within Burkina Faso.

She also explained that the aim of the measures taken is to ensure that citizens have access to basic media services, and to promote compliance with the laws regulating the media sector, in order to protect the rights of viewers and support the public interest.
