Burkina Faso launches purge within security services

Structural reforms and dismissals due to the embezzlement of millions

In a move reflecting the Burkinabe authorities' hardening stance on governance and integrity issues, the council approved Ministers  In Burkina Faso, a package of important decisions included the restructuring of a key security oversight body, along with the dismissal of national police officials following accusations of embezzling public funds allocated for security operations.

Expanding the powers of the police oversight body

The Council reviewed a report submitted by the Ministry of Security regarding the amendment of the decree regulating the work of the Ministry, which aims to enhance the efficiency of the National Coordination and Control Body of Police Forces (CONACFP), the body responsible for monitoring the quality of police services and supervising security checkpoints.

Under the new amendments, the authority’s jurisdiction will be expanded to include elements of the forestry and water sectors, within the framework of a government vision that seeks to unify oversight efforts and enhance coordination between the various agencies tasked with maintaining security and monitoring field activities.

Enhancing integration and increasing the number of inspectors

The reforms included integrating forestry and water management inspectors into the agency’s regulatory structure, thereby enhancing institutional integration between the various security and regulatory bodies.

The government also decided to increase the number of inspectors from 15 to 20 to improve field coverage and keep pace with the expansion of monitoring centers deployed on roads and vital entry points. The amendments also included standardizing ranks and job titles within the agency to ensure greater administrative and organizational consistency within the Ministry of Security.

Embezzlement of funds allocated to security units

In a separate development, the Cabinet discussed the findings of investigations conducted by national police agencies that revealed serious financial irregularities within the regional police directorate in Bankoy.

Investigations revealed the involvement of administrative officials in embezzling an amount of 45.216 million African francs, which was allocated to cover bonuses for security operations and to provide supplies for the rapid intervention units of the National Police.

Strict penalties and a firm message

Given the seriousness of the incidents attributed to them, the government decided to dismiss the officials involved immediately in accordance with the disciplinary regulations in force within the National Police, without resorting to the Disciplinary Board, considering that the nature of the violations calls for exceptional and decisive measures.

These decisions confirm the government’s direction towards modernizing the security system and enhancing the efficiency of its institutions, in parallel with adopting a policy of zero tolerance for financial corruption or any violations that affect integrity and work ethics within the security services.
