Les \u00c9tats-Unis ont impos\u00e9 des sanctions \u00e0 un haut responsable de la police tanzanienne, une mesure qui t\u00e9moigne de la pression croissante exerc\u00e9e par les Occidentaux sur le gouvernement tanzanien concernant son bilan en mati\u00e8re de droits de l'homme, dans un contexte d'accusations croissantes d'abus contre des figures de l'opposition et des militants politiques.<\/p>\n

Le secr\u00e9taire d'\u00c9tat am\u00e9ricain Marco Rubio a annonc\u00e9 que Washington avait d\u00e9cid\u00e9 d'imposer des restrictions au chef de la police tanzanienne Faustin Jackson Mavweli, lui interdisant l'entr\u00e9e aux \u00c9tats-Unis, apr\u00e8s que des \u00ab informations cr\u00e9dibles \u00bb l'eurent li\u00e9 \u00e0 de graves violations des droits de l'homme, notamment des actes de torture et des agressions sexuelles contre des militants est-africains.<\/p>\n

Critiques des organisations de d\u00e9fense des droits humains\u00a0<\/span><\/h3>\n

Ces sanctions interviennent \u00e0 un moment o\u00f9 le gouvernement du pr\u00e9sident tanzanien fait face \u00e0 des critiques croissantes de la part des organisations internationales de d\u00e9fense des droits de l'homme, sur fond d'accusations de r\u00e9pression s\u00e9curitaire contre l'opposition politique, les journalistes et les militants.<\/p>\n

Les sanctions am\u00e9ricaines sont li\u00e9es \u00e0 un incident qui a suscit\u00e9 une vive controverse l'ann\u00e9e derni\u00e8re, apr\u00e8s que le militant k\u00e9nyan Boniface Mwangi et la militante ougandaise Agather Attuhire se soient rendus en Tanzanie en solidarit\u00e9 avec le chef de l'opposition tanzanienne, accus\u00e9 de trahison, un crime passible de la peine de mort.<\/p>\n

Selon des militants, ils ont \u00e9t\u00e9 d\u00e9tenus de force pendant plusieurs jours par les forces de s\u00e9curit\u00e9 avant d'\u00eatre transf\u00e9r\u00e9s pr\u00e8s de la fronti\u00e8re avec leurs pays respectifs, et ils ont confirm\u00e9 avoir subi des actes de torture et des agressions sexuelles pendant leur d\u00e9tention.<\/p>\n

En revanche, les autorit\u00e9s tanzaniennes ont ni\u00e9 ces accusations, qualifiant les t\u00e9moignages des militants d\u201c\u201d all\u00e9gations non fond\u00e9es \u201d et de \u201d simples opinions \u00bb, mais l\u2019affaire a suscit\u00e9 une vive condamnation au sein des milieux de d\u00e9fense des droits de l\u2019homme en Afrique et au-del\u00e0.<\/p>\n

Les critiques internationales concernant le bilan de la Tanzanie en mati\u00e8re de droits de l'homme se multiplient.<\/span><\/h4>\n

Les observateurs estiment que les sanctions am\u00e9ricaines repr\u00e9sentent un changement significatif dans l'approche de Washington concernant la question tanzanienne, d'autant plus que c'est la premi\u00e8re fois qu'une administration am\u00e9ricaine cible directement un haut responsable du gouvernement de la pr\u00e9sidente Samia Hassan depuis son arriv\u00e9e au pouvoir.<\/p>\n

Cette d\u00e9cision intervient \u00e9galement dans un contexte de critiques internationales croissantes concernant la situation politique en Tanzanie, suite aux r\u00e9centes \u00e9lections qui ont donn\u00e9 lieu \u00e0 des accusations de restriction de l'opposition et d'emp\u00eachement de plusieurs personnalit\u00e9s politiques de se pr\u00e9senter.<\/p>\n

Des rapports sur les droits de l'homme ont confirm\u00e9 que les forces de s\u00e9curit\u00e9 tanzaniennes ont r\u00e9pondu aux manifestations politiques par une violence excessive ces derniers temps, alors que la communaut\u00e9 internationale appelle \u00e0 des enqu\u00eates ind\u00e9pendantes sur les all\u00e9gations d'abus commis contre les manifestants et les militants.<\/p>\n

Bien que les sanctions actuelles se limitent \u00e0 une interdiction de voyager, les analystes estiment qu'elles envoient un message politique fort au gouvernement de Dodoma et pourraient ouvrir la voie \u00e0 d'autres mesures si les all\u00e9gations de violations des droits de l'homme persistent.<\/p>\n

Pour sa part, le ministre tanzanien des Affaires \u00e9trang\u00e8res, Mahmoud Thabet Kombo, a d\u00e9clar\u00e9 que son gouvernement n'avait pas encore re\u00e7u de notification officielle des sanctions am\u00e9ricaines, soulignant que son pays traiterait la question par la voie diplomatique.<\/p>\n
