Les Nations Unies ont mis en garde contre des preuves indiquant que des groupes terroristes en Afrique s'efforcent d'acqu\u00e9rir des capacit\u00e9s nucl\u00e9aires, profitant des \u00e9normes progr\u00e8s technologiques r\u00e9alis\u00e9s au sein de leurs rangs.<\/p>\n

Dans un communiqu\u00e9 publi\u00e9 mardi, la plus grande agence des Nations Unies a d\u00e9clar\u00e9 que les nouveaux outils, tels que les drones et l'intelligence artificielle, pourraient rendre les attaques nucl\u00e9aires plus efficaces.<\/p>\n

Des groupes extr\u00e9mistes cherchent \u00e0 acqu\u00e9rir des capacit\u00e9s nucl\u00e9aires<\/h1>\n

Selon les Nations Unies, les cons\u00e9quences humanitaires, environnementales et \u00e9conomiques potentielles d'une attaque nucl\u00e9aire ou radiologique seraient catastrophiques et leurs effets s'\u00e9tendraient au-del\u00e0 des fronti\u00e8res, compromettant la s\u00e9curit\u00e9 internationale et la confiance dans la technologie nucl\u00e9aire pacifique.<\/p>\n

Les risques comprennent l'utilisation de bombes dites sales, les attaques contre des installations nucl\u00e9aires, la prolif\u00e9ration d'armes nucl\u00e9aires vol\u00e9es ou la d\u00e9tonation d'engins nucl\u00e9aires artisanaux.<\/p>\n

Bien qu'aucune attaque terroriste nucl\u00e9aire n'ait eu lieu depuis la mise au point de la technologie nucl\u00e9aire il y a environ 80 ans, le directeur du Centre antiterroriste des Nations Unies, Mauro Medico, a confirm\u00e9 que le niveau de menace est plus \u00e9lev\u00e9 que jamais, en raison de l'acc\u00e8s de plus en plus facile aux technologies de pointe.<\/p>\n

Selon ce m\u00eame communiqu\u00e9, Medico a ajout\u00e9 que les groupes terroristes recrutent des sp\u00e9cialistes, notamment des experts en intelligence artificielle, et ont d\u00e9j\u00e0 utilis\u00e9 des drones dans leurs attaques.<\/p>\n

Il a averti que ces \u00e9volutions pourraient accro\u00eetre la probabilit\u00e9 d'attaques plus sophistiqu\u00e9es, notamment l'utilisation potentielle de drones pour transporter des engins radioactifs.<\/p>\n

L\u2019inqui\u00e9tude grandit quant \u00e0 la possibilit\u00e9 que des groupes terroristes en Afrique puissent se procurer des mati\u00e8res nucl\u00e9aires par le biais de r\u00e9seaux transnationaux.<\/p>\n

Selon les Nations Unies, plusieurs cas de vol ou de contrebande de mati\u00e8res nucl\u00e9aires ont eu lieu ces derni\u00e8res ann\u00e9es.<\/p>\n

En 2021, le Tadjikistan a signal\u00e9 le vol de 133 disques contenant du dioxyde d'uranium, ce qui a suscit\u00e9 des inqui\u00e9tudes quant \u00e0 la possibilit\u00e9 qu'ils soient introduits clandestinement dans des zones o\u00f9 des groupes extr\u00e9mistes sont actifs.<\/p>\n

Le Bureau des Nations Unies contre le terrorisme a soulign\u00e9 que le renforcement des cadres juridiques internationaux demeure crucial pour pr\u00e9venir de telles menaces.<\/p>\n

Il a exhort\u00e9 les \u00c9tats membres \u00e0 adopter la Convention internationale pour la r\u00e9pression des actes de terrorisme nucl\u00e9aire, qui fournit une base juridique pour incriminer et pr\u00e9venir de tels actes.<\/p>\n

Selon l'Indice mondial de suivi des conflits, la mont\u00e9e en puissance des groupes terroristes dans la r\u00e9gion du Sahel menace de d\u00e9stabiliser l'ensemble du continent africain, posant de graves risques s\u00e9curitaires et financiers aux \u00c9tats-Unis et \u00e0 l'Europe.<\/p>\n

Des facteurs tels que la corruption, le manque de d\u00e9mocratie, le manque de l\u00e9gitimit\u00e9 et les violations des droits de l'homme cr\u00e9ent un environnement propice \u00e0 la propagation des activit\u00e9s des groupes terroristes.<\/p>\n

L\u2019effondrement continu du soutien international \u00e0 la lutte contre le terrorisme, ainsi que la faiblesse du leadership dans les efforts r\u00e9gionaux, ont cr\u00e9\u00e9 un vide qui permet \u00e0 l\u2019extr\u00e9misme violent de se d\u00e9velopper.<\/p>\n

Des organisations comme le Front al-Nosra et l'EI en Afrique de l'Ouest ont d\u00e9j\u00e0 exploit\u00e9 ce vide, utilisant les pays de la r\u00e9gion comme plateformes pour lancer des attaques aveugles contre les forces gouvernementales et les civils.<\/p>\n

Au cours des dix derni\u00e8res ann\u00e9es, la r\u00e9gion du Sahel, qui s'\u00e9tend du S\u00e9n\u00e9gal \u00e0 l'\u00c9rythr\u00e9e et jusqu'au d\u00e9sert du Sahara au nord et aux r\u00e9gions tropicales d'Afrique au sud, a \u00e9t\u00e9 confront\u00e9e \u00e0 des crises s\u00e9curitaires et humanitaires aigu\u00ebs et complexes en raison de la propagation des mouvements terroristes.<\/p>","protected":false},"excerpt":{"rendered":"
