Le gouvernement togolais a supprim\u00e9 l'obligation de visa pour les citoyens de tous les pays africains, permettant ainsi aux titulaires de visa passeports<\/a> L\u2019exemption de visa pour les ressortissants africains, permettant des s\u00e9jours de 30 jours maximum, est la derni\u00e8re initiative en date des pays africains pour faciliter les d\u00e9placements \u00e0 travers le continent.<\/p>\n

Cette d\u00e9cision renforce la coop\u00e9ration transfrontali\u00e8re.<\/h2>\n

Le ministre de la S\u00e9curit\u00e9 du pays, Calixte Madjolbeh, a r\u00e9v\u00e9l\u00e9 lundi dans un communiqu\u00e9 que cette d\u00e9cision vise \u00e0 approfondir l'int\u00e9gration r\u00e9gionale et \u00e0 renforcer la coop\u00e9ration transfrontali\u00e8re sur le continent.<\/p>\n

Madjolbba a li\u00e9 cette nouvelle directive, entr\u00e9e en vigueur dimanche, \u00e0 l'engagement du pays en faveur de l'int\u00e9gration r\u00e9gionale et d'une coop\u00e9ration africaine globale.<\/p>\n

Ce pays d'Afrique de l'Ouest cherche \u00e9galement \u00e0 s'imposer comme une plaque tournante r\u00e9gionale du commerce, des services, de la culture et des investissements.<\/p>\n

Int\u00e9gration africaine<\/h2>\n

\u201c Cette mesure t\u00e9moigne de la volont\u00e9 constante des plus hautes autorit\u00e9s togolaises de promouvoir l\u2019int\u00e9gration africaine, de renforcer la libre circulation des personnes et des biens et d\u2019encourager une plus grande coop\u00e9ration entre les pays et les peuples du continent. \u201d<\/p>\n

Le communiqu\u00e9 pr\u00e9cise : \u201c Cette mesure s\u2019inscrit dans le cadre de la politique d\u2019ouverture, de modernisation et d\u2019attractivit\u00e9 initi\u00e9e par le Pr\u00e9sident du Conseil, dans le but de faire du Togo une plaque tournante r\u00e9gionale des services, des affaires, de la culture et des \u00e9changes humains au c\u0153ur de l\u2019Afrique. \u201d.<\/p>\n

Le ministre a toutefois soulign\u00e9 que l'exemption de visa ne se substitue pas aux lois relatives \u00e0 l'entr\u00e9e ill\u00e9gale, au s\u00e9jour non autoris\u00e9 ou aux mesures de s\u00e9curit\u00e9 nationale.<\/p>\n

Selon M. Madjolbeh, bien que les exigences en mati\u00e8re de visa aient \u00e9t\u00e9 supprim\u00e9es, les voyageurs devront toujours se conformer aux proc\u00e9dures d'immigration, de sant\u00e9 et de s\u00e9curit\u00e9 avant d'entrer dans le pays.<\/p>\n

\u201c Le ministre de la S\u00e9curit\u00e9 note que l\u2019exemption de visa, pour une p\u00e9riode maximale de trente (30) jours, n\u2019exempte pas les voyageurs de se conformer aux exigences applicables en mati\u00e8re de s\u00e9curit\u00e9, d\u2019immigration et de sant\u00e9 publique lors de leur entr\u00e9e sur le territoire national. \u201d<\/p>\n

Le communiqu\u00e9 ajoute : \u201c La proc\u00e9dure d\u2019exemption de visa n\u2019emp\u00eache pas l\u2019application des dispositions l\u00e9gales et r\u00e9glementaires relatives \u00e0 l\u2019entr\u00e9e irr\u00e9guli\u00e8re, au s\u00e9jour ill\u00e9gal ou aux mesures administratives de police et de s\u00e9curit\u00e9 nationale. \u201d.<\/p>\n

Conform\u00e9ment aux nouvelles r\u00e8gles, les visiteurs doivent remplir une d\u00e9claration de voyage en ligne via la plateforme officielle du gouvernement au moins 24 heures avant leur arriv\u00e9e.<\/p>\n

Ce processus aboutit \u00e0 la d\u00e9livrance d'un permis de voyage qui doit \u00eatre pr\u00e9sent\u00e9 aux points d'entr\u00e9e frontaliers dans le cadre des contr\u00f4les administratifs et de s\u00e9curit\u00e9 obligatoires.<\/p>\n

Le gouvernement togolais a d\u00e9clar\u00e9 que tous les organismes comp\u00e9tents et les autorit\u00e9s frontali\u00e8res ont re\u00e7u pour instruction d'assurer la mise en \u0153uvre imm\u00e9diate de cette politique aux points d'entr\u00e9e terrestres, a\u00e9riens et maritimes.<\/p>\n

Cette d\u00e9cision pourrait am\u00e9liorer la mobilit\u00e9 r\u00e9gionale et encourager le tourisme, le commerce et les voyages d'affaires en Afrique de l'Ouest et sur l'ensemble du continent africain.<\/p>\n

La nouvelle politique de voyage du Togo s\u2019inscrit dans les objectifs plus larges de l\u2019Union africaine, notamment la promotion de la libert\u00e9 de circulation sur le continent gr\u00e2ce \u00e0 des cadres tels que la Zone de libre-\u00e9change continentale africaine (ZLECAf).<\/p>\n

Lom\u00e9 est le dernier pays africain \u00e0 adopter cette politique, apr\u00e8s le Rwanda, le Ghana et le Kenya, qui ont r\u00e9cemment \u00e9tendu l'acc\u00e8s sans visa aux voyageurs africains.<\/p>\n

Le journal Premium Times a rapport\u00e9 que le Nigeria avait rendu la pareille vendredi dernier en accordant au Rwanda une entr\u00e9e sans visa pour 30 jours.<\/p>\n

La facilit\u00e9 de mobilit\u00e9 est largement consid\u00e9r\u00e9e comme essentielle pour accro\u00eetre le commerce et la coop\u00e9ration \u00e9conomique en Afrique.<\/p>\n

Cette politique est symbolique, notamment parce qu'elle promeut les id\u00e9aux africains d'unit\u00e9, de solidarit\u00e9 et d'int\u00e9gration r\u00e9gionale entre les pays.<\/p>\n
