Elle a \u00e9crit Niger<\/a> La Chine a franchi une nouvelle \u00e9tape dans le renforcement de leur coop\u00e9ration dans le domaine de l'\u00e9nergie en signant plusieurs m\u00e9morandums d'entente strat\u00e9giques dans le secteur p\u00e9trolier.<\/p>\n

La c\u00e9r\u00e9monie de signature officielle a eu lieu le lundi 16 mai 2026 \u00e0 Niamey, sous la pr\u00e9sidence du Premier ministre Ali Mahamane Lamine Zene, marquant la relance et l'intensification du partenariat entre les deux pays dans le secteur des hydrocarbures.<\/p>\n

Le Niger ambitionne de renforcer son ind\u00e9pendance \u00e9nerg\u00e9tique gr\u00e2ce \u00e0 un partenariat \u00e9largi avec la Chine.<\/h1>\n

Dans son discours, le Premier ministre a d\u00e9crit la signature comme un moment historique dans le renforcement des relations strat\u00e9giques entre le Niger et la Chine.<\/p>\n

Il a not\u00e9 que les n\u00e9gociations \u00e9taient men\u00e9es par un comit\u00e9 institutionnel form\u00e9 par le pr\u00e9sident de la R\u00e9publique, le chef de l'\u00c9tat, le lieutenant-g\u00e9n\u00e9ral Abdul Rahman Tiani.<\/p>\n

Selon le Premier ministre, ce comit\u00e9, pr\u00e9sid\u00e9 par le ministre des Affaires \u00e9trang\u00e8res, Bakary Yao Sangare, a men\u00e9 des consultations intensives pour parvenir \u00e0 des accords consid\u00e9r\u00e9s comme favorables aux int\u00e9r\u00eats strat\u00e9giques du Niger.<\/p>\n

Dans son discours, le ministre nig\u00e9rien des Affaires \u00e9trang\u00e8res a expliqu\u00e9 que le processus de n\u00e9gociation avait d\u00e9but\u00e9 le 11 juin 2025 en Chine, \u00e0 la suite de pourparlers avec les autorit\u00e9s chinoises.<\/p>\n

Apr\u00e8s pr\u00e8s d'un an de n\u00e9gociations et de compromis, les deux parties sont parvenues \u00e0 des accords importants, notamment concernant le contenu local, la participation de l'\u00c9tat nig\u00e9rian dans les compagnies p\u00e9troli\u00e8res et la rationalisation des revenus p\u00e9troliers.<\/p>\n

L'une des r\u00e9alisations les plus notables annonc\u00e9es a \u00e9t\u00e9 la r\u00e9duction des frais de transport du p\u00e9trole par ol\u00e9oduc, qui sont pass\u00e9s de 27 $ \u00e0 15 $ le baril.<\/p>\n

Cette mesure permettra au Niger d'\u00e9conomiser plus de 106 millions de dollars sur douze mois.<\/p>\n

Le ministre Sangar\u00e9 a \u00e9galement annonc\u00e9 un accord pr\u00e9liminaire pour que l'\u00c9tat nig\u00e9rien acqui\u00e8re 45% actions de WAPCO, une soci\u00e9t\u00e9 que le Niger ne poss\u00e9dait pas auparavant.<\/p>\n

Les nouveaux accords pr\u00e9voient \u00e9galement le retour au Niger des recettes d\u2019exportation de p\u00e9trole brut, une disposition destin\u00e9e \u00e0 renforcer l\u2019\u00e9conomie nationale et les institutions financi\u00e8res du pays.<\/p>\n

Concernant l'emploi et le contenu local, les deux parties se sont entendues sur une augmentation significative de la proportion de Nig\u00e9rians employ\u00e9s par les compagnies p\u00e9troli\u00e8res et leurs sous-traitants. De ce fait, 452 nouveaux emplois devraient \u00eatre cr\u00e9\u00e9s pour les Nig\u00e9rians d'ici 2030.<\/p>\n

Chez CNPCNP, les Nig\u00e9rians occuperont 60% de postes de direction et 90% de l'effectif total.<\/p>\n

Chez WAPCO, les Nig\u00e9rians occuperont 60% de postes de direction et 80% de postes op\u00e9rationnels.<\/p>\n

Le Niger annonce un plan visant \u00e0 accro\u00eetre la localisation des emplois au sein des compagnies p\u00e9troli\u00e8res chinoises.<\/h1>\n

Quant \u00e0 SORAZ, l'objectif est d'atteindre un ratio de 851 TP3T d'employ\u00e9s nig\u00e9rians dans la raffinerie.<\/p>\n

Les accords pr\u00e9voient \u00e9galement l'harmonisation des salaires des employ\u00e9s expatri\u00e9s et nig\u00e9rians, la restructuration des dettes mutuelles entre les compagnies p\u00e9troli\u00e8res et la relance des projets p\u00e9troliers Dinga Deep et Apollo-Yogo, pour un investissement total estim\u00e9 \u00e0 1 milliard de dollars.<\/p>\n

Selon les pr\u00e9visions officielles, ces investissements devraient permettre d'augmenter la production nationale de p\u00e9trole de 110\u00a0000 \u00e0 145\u00a0000 barils par jour d'ici 2029.<\/p>\n

Par ailleurs, une \u00e9tude de faisabilit\u00e9 sera lanc\u00e9e dans les six mois sur le potentiel gazier du Niger, estim\u00e9 \u00e0 environ 23 milliards de m\u00e8tres cubes, afin d\u2019explorer les perspectives de production locale d\u2019\u00e9lectricit\u00e9, d\u2019engrais et de gaz.<\/p>\n

Les autorit\u00e9s nig\u00e9riennes ont salu\u00e9 ces accords, qu'elles consid\u00e8rent comme cruciaux pour l'avenir du secteur \u00e9nerg\u00e9tique national, tout en soulignant la n\u00e9cessit\u00e9 d'un m\u00e9canisme de suivi pr\u00e9cis pour assurer la mise en \u0153uvre effective des engagements pris.<\/p>\n

De son c\u00f4t\u00e9, Zhang Yu a affirm\u00e9 que la coop\u00e9ration p\u00e9troli\u00e8re entre la Chine et le Niger est une pierre angulaire du partenariat strat\u00e9gique entre les deux pays. Il a expliqu\u00e9 que cette coop\u00e9ration a contribu\u00e9, au fil des ans, au d\u00e9veloppement d'une cha\u00eene de valeur int\u00e9gr\u00e9e pour l'industrie p\u00e9troli\u00e8re nig\u00e9rienne, renfor\u00e7ant ainsi l'ind\u00e9pendance \u00e9nerg\u00e9tique, la croissance \u00e9conomique, la cr\u00e9ation d'emplois et les relations bilat\u00e9rales.<\/p>\n
