En quelques ann\u00e9es seulement, la famille qatarie Al-Khayyat d'origine syrienne est pass\u00e9e d'un nom important dans le secteur du b\u00e2timent \u00e0 Doha \u00e0 un acteur \u00e9conomique et politique dont l'influence s'\u00e9tend de l'Afrique \u00e0 Washington, en passant par les dossiers de la reconstruction de la Syrie et des relations \u00e9troites avec les cercles proches du pr\u00e9sident am\u00e9ricain Donald Trump et de sa famille.<\/p>\n

Les noms des fr\u00e8res Moataz et Ramez Khayat, propri\u00e9taires de Power International Holding, sont devenus pr\u00e9pond\u00e9rants dans les projets d'infrastructure massifs et les op\u00e9rations d'investissement transfrontali\u00e8res, au milieu de questions croissantes sur l'\u00e9tendue de l'influence de la famille et la nature de ses relations politiques et \u00e9conomiques qui s'\u00e9tendent du Golfe \u00e0 l'Afrique et aux \u00c9tats-Unis.<\/p>\n

Des milliards de dollars investis dans l'expansion africaine<\/h1>\n

Ces derni\u00e8res ann\u00e9es, Power International Holdings a intensifi\u00e9 sa pr\u00e9sence sur le continent africain, profitant du boom important des projets d'infrastructures, d'\u00e9nergie et d'a\u00e9roports.<\/p>\n

Le groupe, par le biais de sa filiale de construction UCC Holding, est en lice pour la mise en \u0153uvre du nouveau projet d'a\u00e9roport \u00e9thiopien, dont le co\u00fbt est estim\u00e9 \u00e0 environ 12,5 milliards de dollars et qui vise \u00e0 transformer Addis-Abeba en le plus grand hub a\u00e9ronautique d'Afrique.<\/p>\n

L'entreprise cherche \u00e9galement \u00e0 remporter d'importants contrats en R\u00e9publique d\u00e9mocratique du Congo, notamment un projet d'autoroute de 400 kilom\u00e8tres, parall\u00e8lement \u00e0 la mise en \u0153uvre d'autres projets tels que l'a\u00e9roport de Bugesera au Rwanda, des centrales \u00e9lectriques et des a\u00e9roports en Libye, et des h\u00f4pitaux en Alg\u00e9rie.<\/p>\n

Les investissements du groupe ne se limitent pas \u00e0 la construction, mais s'\u00e9tendent \u00e0 l'agriculture et \u00e0 l'industrie alimentaire, o\u00f9 il travaille au transport de dizaines de milliers de vaches des \u00c9tats-Unis vers l'Alg\u00e9rie pour \u00e9tablir une immense usine de production laiti\u00e8re et fromag\u00e8re, sur le mod\u00e8le utilis\u00e9 par la soci\u00e9t\u00e9 qatarie Baladna apr\u00e8s la crise du blocus de Doha en 2017.<\/p>\n

De la Syrie au Qatar : une ascension fulgurante et des questions persistantes<\/h1>\n

Mutaz et Ramez Al-Khayat sont issus d'une famille syrienne dont le nom est associ\u00e9 depuis des ann\u00e9es \u00e0 des projets d'infrastructure en Syrie, o\u00f9 leur p\u00e8re, Muhammad Raslan Al-Khayat, travaillait dans le secteur du b\u00e2timent, sur fond de rapports faisant \u00e9tat de liens avec des cercles \u00e9conomiques proches du r\u00e9gime de Bachar al-Assad.<\/p>\n

Suite au d\u00e9clenchement des manifestations syriennes en 2011, les deux fr\u00e8res se sont install\u00e9s au Qatar, o\u00f9 ils ont par la suite obtenu la citoyennet\u00e9 qatarie, avant de devenir l'un des noms les plus importants du secteur de la construction dans cet \u00c9tat du Golfe.<\/p>\n

Leurs entreprises ont r\u00e9alis\u00e9 des projets d'envergure li\u00e9s \u00e0 la Coupe du Monde de la FIFA 2022, \u00e0 la ville de Lusail, aux centres commerciaux et aux r\u00e9seaux d'infrastructures, conf\u00e9rant \u00e0 la famille une influence \u00e9conomique consid\u00e9rable au Qatar et \u00e0 l'\u00e9tranger.<\/p>\n

Washington et Trump : des int\u00e9r\u00eats convergents<\/h1>\n

Mais l'influence \u00e9conomique de la famille ne se limitait pas aux contrats et aux investissements.<\/p>\n

Selon les m\u00e9dias occidentaux, la famille Khayat est parvenue \u00e0 tisser des liens \u00e9troits avec les cercles proches de Donald Trump, notamment avec Jared Kushner et Ivanka Trump, gr\u00e2ce \u00e0 des partenariats et des investissements immobiliers et touristiques d'une valeur de plusieurs milliards de dollars en Albanie et dans d'autres r\u00e9gions.<\/p>\n

Selon certaines informations, la famille aurait particip\u00e9 \u00e0 des actions de lobbying \u00e0 Washington pour soutenir la lev\u00e9e des sanctions impos\u00e9es \u00e0 la Syrie, tout en cherchant \u00e0 obtenir d'importants contrats dans des projets de reconstruction, notamment le d\u00e9veloppement de l'a\u00e9roport international de Damas, de centrales \u00e9lectriques et de projets \u00e9nerg\u00e9tiques.<\/p>\n

Des informations ont \u00e9galement fait \u00e9tat de propositions de projets estampill\u00e9s Trump en Syrie, notamment des complexes h\u00f4teliers et des terrains de golf, au moment m\u00eame o\u00f9 la famille Khayat cherchait \u00e0 obtenir d'importants investissements dans le pays apr\u00e8s l'all\u00e8gement des sanctions.<\/p>\n

Accusations et financement controvers\u00e9s<\/h1>\n

Malgr\u00e9 une expansion \u00e9conomique significative, la famille a \u00e9t\u00e9 en proie \u00e0 une s\u00e9rie d'accusations controvers\u00e9es ces derni\u00e8res ann\u00e9es.<\/p>\n

En 2019, des poursuites judiciaires en Grande-Bretagne ont notamment fait \u00e9tat d'all\u00e9gations de transfert d'argent \u00e0 des groupes extr\u00e9mistes en Syrie via des comptes bancaires li\u00e9s \u00e0 la famille, all\u00e9gations qui ont \u00e9t\u00e9 ni\u00e9es \u00e0 l'\u00e9poque par leurs proches.<\/p>\n

D'autres rapports ont \u00e9galement fait \u00e9tat de soup\u00e7ons li\u00e9s au financement de groupes arm\u00e9s en Afghanistan et en Syrie, en plus d'accusations ant\u00e9rieures au Qatar concernant des questions financi\u00e8res, sans qu'aucune d\u00e9cision judiciaire d\u00e9finitive n'ait condamn\u00e9 la famille dans ces affaires.<\/p>\n

L'Afrique, nouvelle porte d'entr\u00e9e vers l'influence<\/h1>\n

Les observateurs estiment que l'Afrique est devenue le principal terrain d'influence de la famille Al-Khayat, compte tenu de l'expansion consid\u00e9rable des projets a\u00e9roportuaires, \u00e9nerg\u00e9tiques, routiers et agricoles, parall\u00e8lement \u00e0 la pr\u00e9sence croissante du Qatar, de la Turquie et des pays du Golfe sur le continent.<\/p>\n

Les experts estiment que la capacit\u00e9 de la famille \u00e0 naviguer entre les capitales politiques et \u00e9conomiques, et \u00e0 nouer des partenariats avec des forces influentes \u00e0 Washington et \u00e0 Doha, lui conf\u00e8re une position de premier plan dans la course visant \u00e0 redessiner la carte des investissements et des infrastructures en Afrique et au Moyen-Orient.<\/p>\n
