Lors de la r\u00e9union du Conseil des ministres du 13 mai 2026, le gouvernement malien a adopt\u00e9 plusieurs projets de d\u00e9crets relatifs \u00e0 l'organisation, au fonctionnement et \u00e0 la structure de la Direction g\u00e9n\u00e9rale des imp\u00f4ts.<\/p>\n

Nouvelle d\u00e9cision au Mali concernant les imp\u00f4ts<\/h1>\n

Cette r\u00e9forme s\u2019inscrit dans le cadre des efforts d\u00e9ploy\u00e9s par l\u2019\u00c9tat pour collecter 1,537 milliard de francs CFA de recettes fiscales d\u2019ici 2026.<\/p>\n

D\u2019apr\u00e8s le communiqu\u00e9 officiel, ces nouveaux textes visent \u00e0 rem\u00e9dier aux lacunes constat\u00e9es dans la mise en \u0153uvre des d\u00e9crets de 2019 qui r\u00e9gissaient auparavant l\u2019administration fiscale. Ils visent \u00e9galement \u00e0 garantir que la Direction g\u00e9n\u00e9rale des imp\u00f4ts dispose des ressources humaines n\u00e9cessaires pour s\u2019acquitter de ses missions au cours des cinq prochaines ann\u00e9es.<\/p>\n

La Direction g\u00e9n\u00e9rale des imp\u00f4ts a \u00e9t\u00e9 cr\u00e9\u00e9e par d\u00e9cret le 5 juin 2002 et est charg\u00e9e de concevoir et de mettre en \u0153uvre la politique fiscale nationale. La restructuration de la gestion des recettes s'inscrit dans le cadre des efforts d\u00e9ploy\u00e9s par les autorit\u00e9s financi\u00e8res pour renforcer la mobilisation des ressources nationales au service des finances publiques.<\/p>\n

En 2025, l'Administration des recettes publiques a d\u00e9pass\u00e9 ses objectifs en collectant 1\u00a0403,16 milliards de francs CFA, contre 1\u00a0387 milliards initialement pr\u00e9vus, soit un taux de r\u00e9alisation de 1011\u00a0030\u00a0000. Les autorit\u00e9s visent d\u00e9sormais 1\u00a0537 milliards de francs CFA pour 2026, soit une augmentation de 150 milliards par rapport aux pr\u00e9visions de l'ann\u00e9e pr\u00e9c\u00e9dente.<\/p>\n

Cette tendance \u00e0 la hausse \u00e9tait d\u00e9j\u00e0 \u00e9vidente en 2024, lorsque l'administration fiscale a collect\u00e9 1 318,576 milliards de francs CFA sur un objectif de 1 260 milliards, soit un taux de r\u00e9alisation de 1051 TP3T.<\/p>\n

Lors de ses consultations avec le Mali en 2025, le FMI a soulign\u00e9 la n\u00e9cessit\u00e9 de renforcer la mobilisation des recettes int\u00e9rieures.<\/p>\n

L'organisation a notamment recommand\u00e9 d'\u00e9largir l'assiette fiscale, de moderniser les administrations fiscales et douani\u00e8res, de num\u00e9riser les paiements d'imp\u00f4ts et de relier les syst\u00e8mes fiscaux, douaniers et de tr\u00e9sorerie.<\/p>\n

Ainsi, la r\u00e9forme entreprise par le gouvernement s\u2019inscrit dans une strat\u00e9gie plus large de modernisation administrative et d\u2019augmentation des recettes locales, dans un contexte de besoins de financement importants li\u00e9s \u00e0 la s\u00e9curit\u00e9, aux investissements publics et aux services sociaux, ainsi qu\u2019\u00e0 la r\u00e9duction progressive de certaines aides \u00e9trang\u00e8res.<\/p>","protected":false},"excerpt":{"rendered":"
