Le pr\u00e9sident de la R\u00e9publique a soulev\u00e9 Congo<\/a> Le leader du parti D\u00e9mocratie, F\u00e9lix Tshisekedi, a suscit\u00e9 une vive controverse politique apr\u00e8s avoir laiss\u00e9 entendre qu'il pourrait briguer un troisi\u00e8me mandat pr\u00e9sidentiel, malgr\u00e9 les restrictions constitutionnelles limitant la pr\u00e9sidence \u00e0 deux mandats seulement, au moment m\u00eame o\u00f9 le pays est confront\u00e9 \u00e0 une escalade des probl\u00e8mes de s\u00e9curit\u00e9 dans l'est du Congo, qui pourrait entra\u00eener le report des \u00e9lections pr\u00e9vues pour 2028.<\/p>\n

Lors d'une conf\u00e9rence de presse, il a confirm\u00e9 Chiskidi<\/a>L'homme de 62 ans a d\u00e9clar\u00e9 qu'il n'avait pas personnellement cherch\u00e9 \u00e0 prolonger son mandat, mais a indiqu\u00e9 qu'il \u00e9tait dispos\u00e9 \u00e0 accepter un nouveau mandat si tel \u00e9tait le souhait du peuple congolais.<\/p>\n

Le pr\u00e9sident congolais a d\u00e9clar\u00e9 : \u201c Je n'ai pas sollicit\u00e9 un troisi\u00e8me mandat, mais si le peuple le souhaite, je l'accepterai \u201d, ajoutant que toute \u00e9ventuelle modification constitutionnelle se ferait uniquement par r\u00e9f\u00e9rendum populaire, donnant ainsi aux citoyens le dernier mot.<\/p>\n

Un r\u00e9f\u00e9rendum public est une condition pr\u00e9alable \u00e0 toute modification constitutionnelle.<\/span><\/h4>\n

Tshisekedi a soulign\u00e9 que toute r\u00e9vision constitutionnelle ne serait pas impos\u00e9e unilat\u00e9ralement, mais n\u00e9cessiterait le consentement des citoyens par le biais d'un processus d\u00e9mocratique. Il a ajout\u00e9\u00a0: \u201c\u00a0Tout changement ou r\u00e9vision se fera sans consultation pr\u00e9alable du peuple congolais par r\u00e9f\u00e9rendum.\u00a0\u201d.<\/p>\n

La l\u00e9gislation en vigueur en R\u00e9publique d\u00e9mocratique du Congo limite \u00e0 deux le nombre de mandats pr\u00e9sidentiels, ce qui signifie que le mandat actuel de Tshisekedi, qui prend fin en 2028, est cens\u00e9 \u00eatre son dernier en vertu de la constitution actuelle.<\/p>\n

Les propos du pr\u00e9sident interviennent dans un contexte de craintes croissantes au sein des milieux politiques et de l'opposition, selon lesquelles il pourrait chercher \u00e0 modifier la constitution pour pouvoir se maintenir au pouvoir plus longtemps, comme cela s'est produit dans plusieurs pays africains ces derni\u00e8res ann\u00e9es.<\/p>\n

La guerre dans l'est du Congo menace les \u00e9lections<\/span><\/h4>\n

Dans un autre ordre d'id\u00e9es, Tshisekedi a averti que la poursuite de la guerre dans l'est du pays pourrait entraver l'organisation des prochaines \u00e9lections pr\u00e9sidentielles, indiquant que les autorit\u00e9s pourraient \u00eatre contraintes de reporter le scrutin si la d\u00e9t\u00e9rioration de la situation s\u00e9curitaire se poursuit.<\/p>\n

Le pr\u00e9sident congolais a d\u00e9clar\u00e9 : \u201c Si nous ne pouvons pas mettre fin \u00e0 cette guerre, nous ne pourrons malheureusement pas organiser d'\u00e9lections en 2028 \u201d, soulignant que le gouvernement n'organisera pas d'\u00e9lections excluant les provinces de l'est touch\u00e9es par le conflit.<\/p>\n

Les provinces riches en min\u00e9raux du Nord et du Sud-Kivu sont le th\u00e9\u00e2tre d'une escalade militaire continue entre les forces gouvernementales et le mouvement rebelle M23, que Kinshasa accuse de recevoir le soutien du Rwanda, une accusation que Kigali nie syst\u00e9matiquement.<\/p>\n

L'opposition accuse le pr\u00e9sident de pr\u00e9parer le terrain pour se maintenir au pouvoir.<\/span><\/h4>\n

Les propos de Tshisekedi devraient accro\u00eetre les tensions politiques dans le pays, notamment au sein de l'opposition, qui l'accuse depuis longtemps de pr\u00e9parer un amendement constitutionnel lui permettant de se maintenir au pouvoir apr\u00e8s la fin de son mandat actuel.<\/p>\n
