Vingt pays africains membres du Commonwealth se sont r\u00e9unis \u00e0 Yaound\u00e9, la capitale camerounaise, pour la 16e conf\u00e9rence annuelle des responsables des organismes anticorruption en Afrique, tandis que de nouveaux chiffres ont r\u00e9v\u00e9l\u00e9 que les pratiques de corruption ont co\u00fbt\u00e9 au Cameroun \u00e0 lui seul plus de quatre milliards de francs africains en 2024.<\/p>\n

Cette r\u00e9union d'une semaine, qui a d\u00e9but\u00e9 le 4 avril 2026, se tient sous le th\u00e8me : \u201c L'utilisation de l'intelligence artificielle dans la lutte contre la corruption dans les pays africains du Commonwealth \u201d.<\/p>\n

Autorit\u00e9 nationale anti-corruption du Cameroun (CONAC)<\/h2>\n

La conf\u00e9rence, organis\u00e9e par l\u2019Autorit\u00e9 nationale anti-corruption du Cameroun (CONAC) au Centre de conf\u00e9rences de Yaound\u00e9, a r\u00e9uni des responsables d\u2019organismes anti-corruption, des repr\u00e9sentants du gouvernement, des diplomates et des repr\u00e9sentants d\u2019organisations internationales.<\/p>\n

La conf\u00e9rence a \u00e9t\u00e9 ouverte au nom du pr\u00e9sident Paul Biya par la ministre d\u00e9l\u00e9gu\u00e9e \u00e0 la pr\u00e9sidence de la R\u00e9publique charg\u00e9e de la Cour des comptes, Mbah Atcha Rose Fomondam.<\/p>\n

Le pr\u00e9sident de la Commission nationale anti-corruption, le Dr Dieudonn\u00e9 Mass\u00e9-Gam\u00e8s, a r\u00e9v\u00e9l\u00e9 l\u2019ampleur du probl\u00e8me, indiquant que sa commission avait re\u00e7u 10\u00a0520 signalements de pratiques de corruption pour la seule ann\u00e9e 2024.<\/p>\n

Les pertes financi\u00e8res subies par l'\u00c9tat camerounais ont \u00e9t\u00e9 officiellement estim\u00e9es \u00e0 environ 4 061 806 711 francs CFA.<\/p>\n

Le Dr Massi Gamse a d\u00e9clar\u00e9 aux d\u00e9l\u00e9gu\u00e9s\u00a0: \u201c\u00a0Le Cameroun fonde de grands espoirs sur cette conf\u00e9rence. Nous esp\u00e9rons que ses r\u00e9sultats permettront de trouver des solutions novatrices et concr\u00e8tes pour renforcer notre capacit\u00e9 \u00e0 lutter contre la corruption, assurant ainsi le d\u00e9veloppement de notre pays et le bien-\u00eatre de notre peuple.\u00a0\u201d.<\/p>\n

Le chef de la Commission nationale anti-corruption a expliqu\u00e9 que la r\u00e9union de Yaound\u00e9 s'inscrit dans un cadre institutionnel plus large que le Cameroun a mis en place au fil des d\u00e9cennies, qui comprend la Cour supr\u00eame des comptes, le Tribunal p\u00e9nal sp\u00e9cial, l'Autorit\u00e9 de r\u00e9gulation des march\u00e9s publics et l'Agence nationale d'enqu\u00eates financi\u00e8res.<\/p>\n

La propagation de la corruption et des crimes similaires\u00a0<\/strong><\/p>\n

Il a not\u00e9 que la CONAC est membre fondateur de la Ligue anti-corruption du Commonwealth, cr\u00e9\u00e9e \u00e0 Gaborone, au Botswana, en 2011, et qu'il en est actuellement le vice-pr\u00e9sident.<\/p>\n

Le Dr Massey-Gams a expliqu\u00e9 que les structures institutionnelles \u00e0 elles seules ne suffisaient pas. Il a reconnu\u00a0: \u201c\u00a0Malgr\u00e9 des efforts concrets, la corruption et les crimes similaires continuent de gangrener notre soci\u00e9t\u00e9\u00a0\u201d, citant les statistiques de 2024 comme preuve que la lutte \u00e9tait loin d\u2019\u00eatre termin\u00e9e.<\/p>\n

De la dissuasion \u00e0 la d\u00e9tection : le pari de l'IA<\/strong><\/p>\n

L'id\u00e9e centrale de la conf\u00e9rence s'articule autour de la capacit\u00e9 de l'intelligence artificielle \u00e0 fournir des fonctionnalit\u00e9s qui n'\u00e9taient pas disponibles avec les outils de r\u00e9pression traditionnels.<\/p>\n

Le Dr Roger Curranting, chef de la gouvernance du secteur public au Secr\u00e9tariat du Commonwealth, a confirm\u00e9 que la technologie remod\u00e8le la gouvernance et la responsabilit\u00e9 publique sur l'ensemble du continent.<\/p>\n

Il a ajout\u00e9 que l'intelligence artificielle offre de nouveaux outils, des perspectives in\u00e9dites et des opportunit\u00e9s pour identifier et combattre les transactions corrompues \u00e0 grande \u00e9chelle.<\/p>\n

Succ\u00e8s et \u00e9checs dans la lutte contre la corruption<\/strong><\/p>\n

Le Dr Curanting a d\u00e9clar\u00e9 aux participants\u00a0: \u201c\u00a0Nous sommes sur le m\u00eame continent et nous sommes confront\u00e9s aux m\u00eames d\u00e9fis en mati\u00e8re de lutte contre la corruption. Les pays ont des exp\u00e9riences diff\u00e9rentes\u00a0; certains r\u00e9ussissent tr\u00e8s bien, d\u2019autres sont \u00e0 la tra\u00eene et d\u2019autres encore se situent entre les deux. La meilleure fa\u00e7on d\u2019apprendre rapidement est la coop\u00e9ration.\u00a0\u201d.<\/p>\n

Pour sa part, le Dr Windfred Mfouh Fwai Kenji, coordonnateur national du Projet d'acc\u00e9l\u00e9ration de la transformation num\u00e9rique au Cameroun (PATNUC), a pr\u00e9sent\u00e9 le cadre pratique que pourrait engendrer cette collaboration. Il a soulign\u00e9 que les syst\u00e8mes d'intelligence artificielle n\u00e9cessitent d'immenses bases de donn\u00e9es pour fonctionner efficacement et que la consolidation des donn\u00e9es entre les pays du Commonwealth permettrait d'\u00e9tablir une base analytique solide. Il a plaid\u00e9 pour la cr\u00e9ation d'une plateforme d'IA partag\u00e9e, sur laquelle chaque pays maintiendrait sa propre pr\u00e9sence, avec un partage de renseignements permettant d'atteindre le niveau d'analyse requis pour d\u00e9velopper des capacit\u00e9s pr\u00e9dictives et pr\u00e9ventives transfrontali\u00e8res.<\/p>\n

La ministre Mbah Atcha a soulign\u00e9 l'importance de la gouvernance, expliquant que le Cameroun a fait de la num\u00e9risation une priorit\u00e9 strat\u00e9gique pour renforcer la transparence, l'efficacit\u00e9 et la responsabilit\u00e9 au sein de l'administration publique. Elle a indiqu\u00e9 que le gouvernement a entrepris une transformation num\u00e9rique afin de moderniser les services publics et de consolider les m\u00e9canismes de lutte contre la corruption, tout en reconnaissant que des efforts suppl\u00e9mentaires restent \u00e0 fournir.<\/p>\n

Le ministre a d\u00e9clar\u00e9\u00a0: \u201c\u00a0La corruption est un ph\u00e9nom\u00e8ne transnational qui exige des r\u00e9ponses collectives et coordonn\u00e9es. Cette conf\u00e9rence offre une plateforme pr\u00e9cieuse pour l\u2019\u00e9change de bonnes pratiques et de solutions novatrices.\u00a0\u201d.<\/p>\n

Elle a ajout\u00e9 que le Cameroun est \u201c pleinement dispos\u00e9 \u00e0 apprendre des autres et \u00e0 contribuer \u00e0 cet effort collectif \u201d, indiquant ainsi la position du pays en tant que b\u00e9n\u00e9ficiaire et contributeur de connaissances relatives \u00e0 la gouvernance dans le cadre du Commonwealth.<\/p>\n

La conf\u00e9rence, qui se d\u00e9roule tout au long de la semaine, comprend des s\u00e9ances pl\u00e9ni\u00e8res, des groupes de travail techniques et des \u00e9changes de connaissances entre les d\u00e9l\u00e9gations.
