L\u2019ambassadeur Saif Kandil, directeur du Centre international du Caire pour la r\u00e9solution des conflits, le maintien et la consolidation de la paix en Afrique, et Khaled Aref, ambassadeur de la R\u00e9publique arabe d\u2019\u00c9gypte au S\u00e9n\u00e9gal, accompagn\u00e9s de membres de leur ambassade, ont particip\u00e9 aux travaux de la dixi\u00e8me session du Forum. Dakar<\/a> Paix et s\u00e9curit\u00e9 internationales Afrique<\/a>Qui s'est tenue les 20 et 21 avril 2026 au Centre international Abdou Diouf \u00e0 Diamniadio, en R\u00e9publique du S\u00e9n\u00e9gal.<\/p>\n

Le forum de cette ann\u00e9e s\u2019est tenu sous le th\u00e8me : \u00ab L\u2019Afrique face aux d\u00e9fis de la stabilit\u00e9, de l\u2019int\u00e9gration et de la souverainet\u00e9 : quelles sont les solutions durables ? \u00bb avec la participation de repr\u00e9sentants de 37 pays, confirmant son statut de plateforme cl\u00e9 pour le dialogue strat\u00e9gique et l\u2019\u00e9change de vues sur les questions de s\u00e9curit\u00e9 et de stabilit\u00e9 en Afrique de l\u2019Ouest.<\/p>\n

Le terrorisme et le crime organis\u00e9 sont les plus grands d\u00e9fis du continent.<\/h2>\n

Les participants ont discut\u00e9 des principaux d\u00e9fis auxquels le continent est confront\u00e9, notamment la menace croissante du terrorisme, du crime organis\u00e9 et du trafic transfrontalier, ainsi que les r\u00e9percussions du changement climatique, en particulier dans la r\u00e9gion du Sahel.<\/p>\n

Ces interventions ont soulign\u00e9 l\u2019importance de renforcer la coop\u00e9ration entre les pays africains, avec le soutien des cadres r\u00e9gionaux, au premier rang desquels la Communaut\u00e9 \u00e9conomique des \u00c9tats de l\u2019Afrique de l\u2019Ouest (CEDEAO), comme moyen d\u2019apporter des r\u00e9ponses efficaces et durables.<\/p>\n

L\u2019\u00c9gypte, par l\u2019interm\u00e9diaire du Centre international du Caire, a r\u00e9affirm\u00e9 son engagement continu \u00e0 soutenir les capacit\u00e9s africaines dans les domaines de la pr\u00e9vention des conflits et de la consolidation de la paix, en s\u2019appuyant sur son exp\u00e9rience accumul\u00e9e en mati\u00e8re de formation et de soutien institutionnel.<\/p>\n

Dans un contexte similaire, le forum a abord\u00e9 la question de la gouvernance des ressources naturelles comme un pilier fondamental pour parvenir \u00e0 la souverainet\u00e9 \u00e9conomique.<\/p>\n

L\u2019ambassadeur Khaled Aref a pass\u00e9 en revue l\u2019exp\u00e9rience de l\u2019Organisation pour le d\u00e9veloppement du bassin du S\u00e9n\u00e9gal comme un mod\u00e8le r\u00e9ussi de coop\u00e9ration r\u00e9gionale, soulignant la capacit\u00e9 des \u00c9tats riverains \u00e0 g\u00e9rer conjointement les ressources en eau, ce qui renforce les possibilit\u00e9s de parvenir \u00e0 un d\u00e9veloppement durable, soutient la s\u00e9curit\u00e9 alimentaire et \u00e9nerg\u00e9tique et contribue \u00e0 instaurer la confiance entre les pays.<\/p>\n

La question de la lutte contre le terrorisme a \u00e9galement fait l'objet d'une attention particuli\u00e8re lors des discussions, l'ambassadeur Aref soulignant la n\u00e9cessit\u00e9 d'adopter une approche globale qui ne se limite pas aux aspects s\u00e9curitaires, mais qui englobe \u00e9galement les dimensions \u00e9conomiques, \u00e9ducatives et sociales.<\/p>\n

Dans ce contexte, il a soulign\u00e9 le r\u00f4le jou\u00e9 par la Fondation Al-Azhar Al-Sharif dans la diffusion des valeurs de mod\u00e9ration et de tol\u00e9rance, ce qui contribue \u00e0 lutter contre la pens\u00e9e extr\u00e9miste et \u00e0 renforcer la stabilit\u00e9 des soci\u00e9t\u00e9s africaines.<\/p>\n

Lors de la s\u00e9ance pl\u00e9ni\u00e8re consacr\u00e9e au th\u00e8me de la souverainet\u00e9 et des d\u00e9fis contemporains, l'importance de l'autonomisation des femmes et des jeunes, deux \u00e9l\u00e9ments essentiels \u00e0 la r\u00e9alisation du d\u00e9veloppement durable, a \u00e9t\u00e9 soulign\u00e9e.<\/p>\n

L\u2019ambassadeur Aref a soulign\u00e9 les efforts d\u00e9ploy\u00e9s par l\u2019\u00c9tat \u00e9gyptien \u00e0 cet \u00e9gard, en \u00e9voquant l\u2019initiative nationale \u00ab Vie d\u00e9cente \u00bb qui vise \u00e0 am\u00e9liorer le niveau de vie dans les zones rurales, ainsi que les programmes de soutien \u00e0 l\u2019entrepreneuriat f\u00e9minin et les initiatives de protection de l\u2019enfance.<\/p>\n

En conclusion de sa participation, l'ambassadeur Aref a soulign\u00e9 l'importance de renforcer la coordination entre le Forum de Dakar et le Forum d'Assouan pour la paix et le d\u00e9veloppement durable, afin d'unifier les visions africaines et de transformer les recommandations en politiques concr\u00e8tes qui soutiennent les efforts de d\u00e9veloppement et de stabilit\u00e9 sur le continent.<\/p>\n
