Dans un d\u00e9veloppement qui suscite des inqui\u00e9tudes croissantes concernant le secteur du cacao en Afrique de l'Ouest, l'organisme de r\u00e9glementation du cacao au Ghana, le Ghana Cocoa Board (COCOBOD), a accus\u00e9 certains responsables au sein de soci\u00e9t\u00e9s d'achat agr\u00e9\u00e9es d'utiliser des fonds publics pour acheter des f\u00e8ves de cacao bon march\u00e9 et de contrebande en provenance de C\u00f4te d'Ivoire, privant ainsi les agriculteurs locaux de leurs revenus et mena\u00e7ant la r\u00e9putation mondiale du Ghana en mati\u00e8re de production de cacao de haute qualit\u00e9.<\/p>\n

Jake Kodjo Simhar, directeur des services sp\u00e9ciaux du conseil, a d\u00e9clar\u00e9 \u00e0 Reuters que ces pratiques se sont \u00e9tendues \u00e0 quatre r\u00e9gions frontali\u00e8res entre les deux pays, notant que la situation repr\u00e9sente un changement remarquable par rapport aux ann\u00e9es pr\u00e9c\u00e9dentes, lorsque les op\u00e9rations de contrebande se d\u00e9roulaient dans la direction oppos\u00e9e, du Ghana vers la C\u00f4te d'Ivoire et le Togo.<\/p>\n

Simahar a expliqu\u00e9 que l'important \u00e9cart de prix est le principal facteur \u00e0 l'origine de ce ph\u00e9nom\u00e8ne\u00a0: les f\u00e8ves de cacao sont vendues en C\u00f4te d'Ivoire pour environ 1\u00a0200 cedis, soit l'\u00e9quivalent d'environ 107\u00a0dollars pour un paquet de 64\u00a0kilogrammes, tandis que le prix officiel pour les agriculteurs au Ghana est d'environ 2\u00a0587\u00a0cedis, ce qui incite \u00e0 r\u00e9aliser des profits illicites gr\u00e2ce \u00e0 la contrebande.<\/p>\n

Il a soulign\u00e9 que certains employ\u00e9s et interm\u00e9diaires exploitent cette diff\u00e9rence \u00e0 des fins personnelles, en finan\u00e7ant des interm\u00e9diaires pour acheter du cacao en C\u00f4te d'Ivoire et l'introduire ill\u00e9galement sur le march\u00e9 ghan\u00e9en.<\/p>\n

De son c\u00f4t\u00e9, l'Association des soci\u00e9t\u00e9s agr\u00e9\u00e9es d'achat de cacao au Ghana a ni\u00e9 toute responsabilit\u00e9 des entreprises quant \u00e0 ces pratiques, soulignant que toute transgression \u00e9tait due \u00e0 des actes individuels motiv\u00e9s par la cupidit\u00e9, et non \u00e0 une politique institutionnelle approuv\u00e9e.<\/p>\n

Ces d\u00e9veloppements surviennent dans un contexte de crise de liquidit\u00e9s prolong\u00e9e qui frappe le secteur cacaoyer ghan\u00e9en depuis des mois, de nombreux agriculteurs n'ayant pas re\u00e7u de paiements pour les r\u00e9coltes livr\u00e9es depuis novembre 2025, ce qui complique encore davantage la situation \u00e9conomique et sociale dans les zones agricoles.<\/p>\n

Les responsables du conseil ont averti que le m\u00e9lange de c\u00e9r\u00e9ales import\u00e9es de mauvaise qualit\u00e9 avec la production locale pourrait \u00e9roder l'excellente r\u00e9putation du cacao ghan\u00e9en sur les march\u00e9s mondiaux, ce qui pourrait nuire \u00e0 sa comp\u00e9titivit\u00e9.<\/p>\n

Dans le cadre des efforts d\u00e9ploy\u00e9s pour lutter contre ce ph\u00e9nom\u00e8ne, l'unit\u00e9 anti-contrebande du conseil a annonc\u00e9 la saisie de plus de 100 sacs de cacao de contrebande lors d'une op\u00e9ration de s\u00e9curit\u00e9 dans la r\u00e9gion de Ncrankunta, ainsi que l'arrestation de quatre suspects, une action d\u00e9crite par les autorit\u00e9s comme le d\u00e9but d'une campagne plus large visant \u00e0 poursuivre les personnes impliqu\u00e9es.<\/p>\n
