Le Kenya a conclu un nouvel accord-cadre de coop\u00e9ration de quatre ans avec l'Italie, couvrant le commerce, l'investissement, la s\u00e9curit\u00e9, l'\u00e9ducation et l'innovation, \u00e0 la suite de discussions de haut niveau \u00e0 Rome entre le pr\u00e9sident William Ruto et le Premier ministre Georgia Meloni.<\/p>\n

L'accord, fond\u00e9 sur le plan Mattei italien pour l'Afrique, d\u00e9finit une feuille de route g\u00e9n\u00e9rale pour approfondir relations bilat\u00e9rales<\/a> Entre les deux pays de 2026 \u00e0 2029.<\/p>\n

Lors de la r\u00e9union du 20 avril 2026, les deux dirigeants ont reconnu les progr\u00e8s remarquables accomplis dans les relations bilat\u00e9rales et se sont engag\u00e9s \u00e0 renforcer la coop\u00e9ration politique par le biais de visites r\u00e9ciproques de haut niveau et d'\u00e9changes continus, notamment au sein de plateformes multilat\u00e9rales.<\/p>\n

Ils ont convenu de tenir des consultations bilat\u00e9rales r\u00e9guli\u00e8res entre leurs minist\u00e8res des Affaires \u00e9trang\u00e8res respectifs, conform\u00e9ment au m\u00e9morandum d'entente existant sur les consultations politiques.<\/p>\n

Renforcer la coop\u00e9ration dans les instances multilat\u00e9rales<\/h2>\n

Les deux parties se sont \u00e9galement engag\u00e9es \u00e0 renforcer leur coop\u00e9ration au sein des instances multilat\u00e9rales, notamment aux Nations Unies, afin de traiter des questions mondiales telles que la technologie, les migrations, le d\u00e9veloppement durable et le changement climatique.<\/p>\n

Les deux parties se sont \u00e9galement engag\u00e9es \u00e0 soutenir les efforts de paix, de stabilit\u00e9 et de s\u00e9curit\u00e9 en Afrique et au-del\u00e0 par le biais d'un engagement diplomatique et d'une aide humanitaire.<\/p>\n

Les deux dirigeants ont \u00e9galement convenu d'explorer davantage la coop\u00e9ration dans le cadre du Plan MATI pour l'Afrique afin de promouvoir une croissance inclusive, l'int\u00e9gration r\u00e9gionale et le commerce intra-africain dans le cadre de la Zone de libre-\u00e9change continentale africaine (ZLECAf).<\/p>\n

S\u2019appuyant sur les opportunit\u00e9s cr\u00e9\u00e9es par le Plan MATI pour l\u2019Afrique et l\u2019Accord de partenariat \u00e9conomique UE-Kenya, les deux parties ont r\u00e9affirm\u00e9 leur engagement \u00e0 renforcer les relations \u00e9conomiques par le biais de consultations structur\u00e9es, du d\u00e9veloppement des \u00e9changes commerciaux et de l\u2019augmentation des flux d\u2019investissement, y compris les n\u00e9gociations en cours sur les accords en suspens.<\/p>\n

Ils ont soulign\u00e9 l'importance de la participation du secteur priv\u00e9 et des partenariats entre entreprises italiennes et k\u00e9nyanes, y compris la coop\u00e9ration sur les march\u00e9s tiers.<\/p>\n

Les deux dirigeants se sont \u00e9galement engag\u00e9s \u00e0 renforcer les programmes de renforcement des capacit\u00e9s au sein du corps diplomatique, des douanes et de la facilitation du commerce, en s'appuyant sur les initiatives de formation lanc\u00e9es par l'\u00c9cole nationale italienne d'administration dans le cadre du plan MATI pour l'Afrique.<\/p>\n

Les deux dirigeants ont r\u00e9affirm\u00e9 leur engagement en faveur de la coop\u00e9ration dans les domaines de la s\u00e9curit\u00e9 alimentaire, de la r\u00e9silience face aux changements climatiques et des cha\u00eenes de valeur durables, notamment dans la production de caf\u00e9 et l'\u00e9conomie bleue. Ils se sont \u00e9galement engag\u00e9s \u00e0 promouvoir le d\u00e9veloppement urbain gr\u00e2ce \u00e0 des syst\u00e8mes de bio\u00e9conomie circulaire et \u00e0 des solutions int\u00e9gr\u00e9es de gestion des d\u00e9chets.<\/p>\n

Ils se sont engag\u00e9s \u00e0 approfondir leur coop\u00e9ration en mati\u00e8re d'infrastructures, notamment de transports et de communications, et \u00e0 intensifier leurs efforts conjoints dans les domaines des \u00e9nergies renouvelables, de l'efficacit\u00e9 \u00e9nerg\u00e9tique et de la transition \u00e9nerg\u00e9tique en g\u00e9n\u00e9ral. Ils ont \u00e9galement r\u00e9affirm\u00e9 leur engagement \u00e0 renforcer leur coop\u00e9ration dans la gestion de l'eau et la protection de l'environnement.<\/p>\n

Dans les domaines des sciences, des technologies, de l'innovation et de l'espace, les deux parties ont convenu de renforcer leur coop\u00e9ration par le biais de recherches conjointes, de partenariats institutionnels et d'initiatives de partage des connaissances. Une attention particuli\u00e8re a \u00e9t\u00e9 port\u00e9e \u00e0 l'intelligence artificielle et \u00e0 ses applications au sein du Centre MATI Plan AL pour le d\u00e9veloppement durable. Elles se sont \u00e9galement engag\u00e9es \u00e0 favoriser un environnement propice \u00e0 l'innovation et \u00e0 intensifier les \u00e9changes technologiques entre les deux pays.<\/p>\n

Initiatives de renforcement des capacit\u00e9s et d\u00e9veloppement de l'\u00e9conomie spatiale<\/h3>\n

L\u2019accord stipule : \u201c Dans le secteur spatial, la coop\u00e9ration sera renforc\u00e9e par des initiatives de renforcement des capacit\u00e9s et le d\u00e9veloppement de l\u2019\u00e9conomie spatiale, en s\u2019appuyant sur le Centre spatial Luigi Brolio Malindi. \u201d.<\/p>\n

Les deux dirigeants ont \u00e9galement accord\u00e9 la priorit\u00e9 au d\u00e9veloppement des programmes d'enseignement et de formation techniques et professionnels (EFTP) et \u00e0 l'approfondissement de la coop\u00e9ration universitaire entre les \u00e9tablissements d'enseignement sup\u00e9rieur et les instituts de recherche. Ils ont par ailleurs insist\u00e9 sur les \u00e9changes de jeunes et la coop\u00e9ration culturelle afin de favoriser la compr\u00e9hension mutuelle, ainsi que sur les partenariats entre les collectivit\u00e9s locales, notamment les accords de jumelage.<\/p>\n

Les deux dirigeants se sont f\u00e9licit\u00e9s de la signature de l'accord de coop\u00e9ration en mati\u00e8re de d\u00e9fense, soulignant que sa mise en \u0153uvre serait pleinement soumise aux cadres juridiques et aux priorit\u00e9s des deux pays. Toutes les initiatives, y compris la formation et le renforcement des capacit\u00e9s, reposeront sur un accord mutuel, la transparence et des garanties sp\u00e9cifiques.<\/p>\n
