Andrea Johnson, l\u2019ancienne directrice de l\u2019organisme sud-africain de lutte contre la corruption (IDAC), a d\u00e9clar\u00e9 que le maintien de son poste entra\u00eenerait une enqu\u00eate inutile du parquet et de la pr\u00e9sidence sur son \u00e9ligibilit\u00e9 \u00e0 ce poste, d\u2019autant plus qu\u2019elle fait face \u00e0 des accusations croissantes devant la Commission Madalanga.<\/p>\n

Andrea Johnson, directrice de la Direction ind\u00e9pendante de lutte contre la corruption (IDAC), a d\u00e9missionn\u00e9 en remettant sa lettre de d\u00e9mission, accept\u00e9e par le pr\u00e9sident sud-africain Cyril Ramaphosa, afin d'\u00e9viter ce qui a \u00e9t\u00e9 d\u00e9crit comme une enqu\u00eate \u201c co\u00fbteuse et chronophage \u201d sur son aptitude \u00e0 occuper le poste.<\/p>\n

Dans sa lettre adress\u00e9e au chef du Parquet national, Andy Mothebi, et \u00e0 Ramaphosa, Johnson a d\u00e9clar\u00e9 : \u201c Les all\u00e9gations port\u00e9es contre moi doivent encore \u00eatre prouv\u00e9es, mais cela n\u00e9cessitera \u00e0 nouveau une commission et des proc\u00e9dures co\u00fbteuses et chronophages. \u201d.<\/p>\n

L'ancien manager compara\u00eet devant Madlanga<\/strong><\/h2>\n

Lors de sa premi\u00e8re comparution devant la Commission Madalanga, l'enqu\u00eate judiciaire sur les crimes, l'ing\u00e9rence politique et la corruption dans le syst\u00e8me de justice p\u00e9nale sud-africain, Johnson a demand\u00e9 la permission de ne pas r\u00e9pondre \u00e0 certaines questions.<\/p>\n

Ces questions se rapportent \u00e0 une all\u00e9gation selon laquelle elle aurait transmis un dossier au chef adjoint du d\u00e9partement du renseignement criminel, Feroz Khan, concernant une agression dans laquelle il \u00e9tait suspect\u00e9, et l'affaire est toujours en cours devant les tribunaux.<\/p>\n

Johnson a d\u00e9clar\u00e9 qu'elle ne souhaitait pas impliquer le parquet ou la pr\u00e9sidence dans des poursuites judiciaires, ajoutant qu'elle voulait se retirer avec le moins de perturbations possible, mais elle a demand\u00e9 \u00e0 \u00eatre exempt\u00e9e du pr\u00e9avis de trois mois.<\/p>\n

Bien qu'elle ait demand\u00e9 sa retraite, elle a indiqu\u00e9 que cela pourrait faire l'objet d'un litige juridique concernant son admissibilit\u00e9 et sa pension, qui pourrait impliquer le parquet national, le minist\u00e8re de la Justice et la pr\u00e9sidence.<\/p>\n

Elle a \u00e9crit : \u201c C\u2019est une demande difficile \u00e9tant donn\u00e9 l\u2019amour et l\u2019engagement absolus que j\u2019ai pour le poste de directrice des enqu\u00eates \u00e0 l\u2019IDAC. \u00bb.<\/p>\n

Accusation d'arrestation ill\u00e9gale d'une personnalit\u00e9 importante<\/strong><\/h2>\n

Johnson a fait des concessions devant la Commission Madlanga concernant l'arrestation controvers\u00e9e du chef du d\u00e9partement du renseignement criminel, Dumisani Khumalo.<\/p>\n

Sous un interrogatoire intense, elle a admis que la plainte d\u00e9pos\u00e9e en vertu de l'article 27 par le fondateur du Congr\u00e8s national des personnes de couleur, Fadel Adams, ne contenait pas suffisamment de preuves pour justifier les arrestations ult\u00e9rieures de Khumalo et de 12 autres membres du Service de renseignement criminel en juin 2025.<\/p>\n

Johnson a \u00e9galement admis devant la commission qu'il \u00e9tait inappropri\u00e9 de qualifier de \u201c nomination symbolique \u201d la nomination du g\u00e9n\u00e9ral de brigade Dinyo Mukuweli, que Khumalo a r\u00e9cemment nomm\u00e9 \u00e0 la t\u00eate des services de soutien technique.<\/p>\n

Se moquer des nominations gouvernementales<\/h2>\n

Elle s'est excus\u00e9e d'avoir qualifi\u00e9 Mukwele d'\u201c inapte \u201d au poste sans avoir pris connaissance de ses qualifications et de son exp\u00e9rience.<\/p>\n

Johnson a d\u00e9clar\u00e9 : \u201c Le pays ne peut pas se permettre une autre commission \u00bb, faisant r\u00e9f\u00e9rence \u00e0 une enqu\u00eate sur l'\u00e9ligibilit\u00e9 \u00e0 exercer une fonction publique, qui d\u00e9coulerait probablement des r\u00e9sultats d\u00e9sastreux de la Commission Madalanga.<\/p>\n

Elle a \u00e9crit : \u201c Le Service national des poursuites et l'Autorit\u00e9 de d\u00e9veloppement urbain devraient \u00eatre la priorit\u00e9 absolue, et je crois que cette d\u00e9mission, telle que propos\u00e9e, servira au mieux les institutions et le pays. \u201d.<\/p>\n

Elle a \u00e9crit\u00a0: \u201c\u00a0Cette situation, ainsi que les attaques dont je suis la cible, me d\u00e9plaisent fortement. J\u2019ai consacr\u00e9 trente ans de ma vie au service d\u2019une organisation qui me tient profond\u00e9ment \u00e0 c\u0153ur. Je ne peux \u00eatre la cause de toute cette attention n\u00e9gative et des risques qui p\u00e8sent sur la r\u00e9putation de l\u2019IDAC et du Parquet national.\u00a0\u201d<\/p>\n

Ramaphosa accepte la d\u00e9mission de Johnson<\/strong><\/h2>\n

La d\u00e9claration pr\u00e9sidentielle indique : \u201c L\u2019approbation du Pr\u00e9sident fait suite \u00e0 la recommandation du ministre de la Justice et du D\u00e9veloppement constitutionnel, Mamuluku Kobayi, et avec le soutien du directeur national des poursuites publiques, l\u2019avocat Andy Mothebe, d\u2019approuver la demande de l\u2019avocat Johnson. \u201d.<\/p>\n

Malgr\u00e9 sa d\u00e9mission, Johnson est toujours tenue de t\u00e9moigner devant la Commission Madalanga.<\/p>\n

Le comit\u00e9 a \u00e9galement rappel\u00e9 tous les dossiers relatifs \u00e0 l'enqu\u00eate qu'il avait approuv\u00e9e concernant Khumalo et les membres du d\u00e9partement du renseignement criminel.<\/p>\n

Le comit\u00e9 a demand\u00e9 \u00e0 Johnson de r\u00e9pondre aux all\u00e9gations d'ing\u00e9rence dans le travail du parquet, visant le chef du groupe de travail sur les assassinats politiques, apr\u00e8s avoir re\u00e7u un courriel du ministre de la Police suspendu, Senzo Muccino.<\/p>\n
