Beaucoup de gens pensent, lorsqu'on parle de p\u00eache au thon, ou comme on l'appelle dans les documentaires, \u201c le thon t\u00eatu \u201d, et des histoires de lutte contre les vagues, que le sujet se limite aux flottes des pays occidentaux dans l'Atlantique ou aux c\u00f4tes lointaines du Japon. Mais la v\u00e9rit\u00e9 se trouve au c\u0153ur de la mer M\u00e9diterran\u00e9e, plus pr\u00e9cis\u00e9ment le long des 1770 kilom\u00e8tres de c\u00f4tes libyennes, o\u00f9 chaque ann\u00e9e commence un chapitre palpitant, tout aussi intense que ce que l'on voit dans les documentaires internationaux.<\/p>\n

La Libye n'est pas seulement un pays de p\u00e9trole et de sable, mais aussi un refuge pour les plus grands bancs de thon rouge, le plus cher et le plus recherch\u00e9 au monde. \u00c0 l'arriv\u00e9e de la saison, les ports libyens, de Zuwara \u00e0 l'ouest \u00e0 Tobrouk \u00e0 l'est, se transforment en v\u00e9ritables ruches o\u00f9 l'artisanat traditionnel libyen se m\u00eale aux technologies de pointe des flottes maritimes.<\/p>\n

Ici, la p\u00eache au thon n'est pas seulement un m\u00e9tier, mais un rituel annuel attendu par les \u201c marins \u201d qui partent \u00e0 la poursuite de l'or bleu traversant les eaux territoriales libyennes lors d'un voyage migratoire \u00e9pique, faisant de la Libye un acteur cl\u00e9 et un num\u00e9ro difficile \u00e0 battre sur la carte de la s\u00e9curit\u00e9 alimentaire et \u00e9conomique du bassin m\u00e9diterran\u00e9en.<\/p>\n

Saison de la p\u00eache au thon en Libye\u00a0<\/span><\/h3>\n

Ces derni\u00e8res heures, le chef de l'Autorit\u00e9 de contr\u00f4le administratif en Libye, Abdullah Qaderbouh, a discut\u00e9 avec le ministre des Ressources marines, Adel Sultan, des m\u00e9canismes d'organisation de la saison de p\u00eache au thon pour l'ann\u00e9e 2026, lors d'une r\u00e9union tenue au si\u00e8ge de l'Autorit\u00e9 dans la capitale, Tripoli, dans le cadre des efforts visant \u00e0 renforcer le contr\u00f4le du secteur des ressources marines et \u00e0 assurer la gestion durable des ressources halieutiques.<\/p>\n

La r\u00e9union a rassembl\u00e9 le pr\u00e9sident et les membres du Comit\u00e9 de suivi de la saison de p\u00eache au thon, ainsi que des repr\u00e9sentants de plusieurs comit\u00e9s sp\u00e9cialis\u00e9s du minist\u00e8re des Ressources marines. Les discussions ont port\u00e9 sur l'\u00e9laboration de m\u00e9canismes de r\u00e9gulation de la saison permettant une exploitation optimale des stocks de poissons et un \u00e9quilibre entre les exigences de durabilit\u00e9 environnementale et les retomb\u00e9es \u00e9conomiques.<\/p>\n

R\u00e9partition des quotas de p\u00eache au thon<\/span><\/h3>\n

Les participants \u00e0 la r\u00e9union ont soulign\u00e9 l'importance de r\u00e9partir \u00e9quitablement les quotas de p\u00eache au thon entre les b\u00e9n\u00e9ficiaires, tout en insistant sur la n\u00e9cessit\u00e9 d'am\u00e9liorer la transparence \u00e0 toutes les \u00e9tapes de l'organisation de la saison, afin de contribuer \u00e0 maximiser les b\u00e9n\u00e9fices que le pays peut tirer de cette ressource marine vitale.<\/p>\n

La r\u00e9union a \u00e9galement abord\u00e9 la question du r\u00e8glement des obligations financi\u00e8res conform\u00e9ment \u00e0 la l\u00e9gislation applicable, dans le but d'assurer le recouvrement des recettes dues au Tr\u00e9sor public et de rem\u00e9dier aux probl\u00e8mes financiers li\u00e9s \u00e0 l'activit\u00e9 de p\u00eache maritime au cours des saisons pr\u00e9c\u00e9dentes.<\/p>\n

La r\u00e9union a port\u00e9 sur l'ouverture d'enqu\u00eates concernant les infractions constat\u00e9es lors des saisons pr\u00e9c\u00e9dentes, sur la base des rapports du comit\u00e9 de suivi mis en place par l'Autorit\u00e9 de contr\u00f4le administratif, dans le but de d\u00e9terminer les responsabilit\u00e9s et de prendre les mesures l\u00e9gales n\u00e9cessaires \u00e0 l'encontre des contrevenants.<\/p>\n

Les participants ont soulign\u00e9 la n\u00e9cessit\u00e9 d'imposer un contr\u00f4le d'accompagnement sur toutes les proc\u00e9dures relatives \u00e0 la saison de p\u00eache au thon 2026, tout en renfor\u00e7ant la coordination entre les autorit\u00e9s concern\u00e9es et en \u00e9levant le niveau de supervision du secteur, afin d'am\u00e9liorer les performances globales, d'accro\u00eetre l'efficacit\u00e9 de la gestion des ressources marines et d'assurer sa durabilit\u00e9 \u00e0 long terme.<\/p>\n
