Le ministre russe des Affaires \u00e9trang\u00e8res, Sergue\u00ef Lavrov, est arriv\u00e9 jeudi matin dans la capitale mozambicaine Maputo, troisi\u00e8me \u00e9tape de sa tourn\u00e9e africain <\/a>\u00a0qui incluent un certain nombre de pays strat\u00e9giques sur le continent, suite \u00e0 deux visites en \u00c9thiopie et au Niger, dans le cadre d'intenses man\u0153uvres diplomatiques visant \u00e0 renforcer les partenariats russes avec les pays africains.<\/p>\n

L'avion gouvernemental transportant Lavrov et la d\u00e9l\u00e9gation qui l'accompagnait s'est pos\u00e9 \u00e0 l'a\u00e9roport de Maputo, en provenance de la capitale nig\u00e9riane, Niamey, o\u00f9 il devrait tenir une s\u00e9rie de rencontres officielles avec de hauts responsables mozambicains, notamment la direction du pays et la ministre des Affaires \u00e9trang\u00e8res, Maria Manuela Lukach.<\/p>\n

Une visite aux dimensions strat\u00e9giques<\/h2>\n

La visite de Lavrov au Mozambique intervient \u00e0 un moment o\u00f9 Moscou intensifie son int\u00e9r\u00eat pour l'expansion de sa pr\u00e9sence politique, \u00e9conomique et s\u00e9curitaire en Afrique, dans un contexte de concurrence internationale croissante pour l'influence au sein du continent riche en ressources naturelles et en march\u00e9s prometteurs.<\/p>\n

Le Mozambique est un partenaire important de la Russie dans la r\u00e9gion australe, notamment en raison de ses vastes r\u00e9serves de gaz naturel, ainsi que des d\u00e9fis s\u00e9curitaires auxquels il est confront\u00e9, ce qui fait de cette visite une \u00e9tape importante pour renforcer la coop\u00e9ration bilat\u00e9rale et \u00e9lever les relations \u00e0 un niveau plus large.<\/p>\n

Dossiers de s\u00e9curit\u00e9 en t\u00eate de l'ordre du jour des discussions<\/h2>\n

Les questions de s\u00e9curit\u00e9 devraient dominer les ordres du jour des r\u00e9unions, compte tenu des menaces terroristes persistantes dans certaines r\u00e9gions, notamment dans le nord du Mozambique, o\u00f9 le gouvernement cherche \u00e0 renforcer ses capacit\u00e9s militaires et de s\u00e9curit\u00e9 pour faire face aux groupes arm\u00e9s.<\/p>\n

Lavrov avait rencontr\u00e9 son homologue mozambicain \u00e0 Moscou en juillet 2025, o\u00f9 les deux parties s'\u00e9taient alors concentr\u00e9es sur la coop\u00e9ration dans le domaine de la s\u00e9curit\u00e9. La Russie avait r\u00e9affirm\u00e9 sa volont\u00e9 de soutenir le Mozambique dans le d\u00e9veloppement de ses capacit\u00e9s de d\u00e9fense, tandis que Maputo avait salu\u00e9 le r\u00f4le russe dans la formation de cadres et de sp\u00e9cialistes dans les domaines de la s\u00e9curit\u00e9.<\/p>\n

L'\u00e9nergie et les investissements : une coop\u00e9ration \u00e9conomique qui s'\u00e9largit<\/h2>\n

Les dossiers de l'\u00e9nergie et de l'investissement ressortent parmi les priorit\u00e9s de la visite, notamment en raison de l'int\u00e9r\u00eat du Mozambique \u00e0 attirer les entreprises russes pour participer au d\u00e9veloppement des gisements de gaz naturel dans le nord du pays, qui comptent parmi les projets les plus prometteurs du continent africain.<\/p>\n

Les deux parties discutent \u00e9galement des opportunit\u00e9s d'\u00e9largir la coop\u00e9ration commerciale, compte tenu de la poursuite des importations de c\u00e9r\u00e9ales russes par le Mozambique, ainsi que de l'examen des perspectives de coop\u00e9ration dans les secteurs minier et des infrastructures, et des investissements conjoints, afin de promouvoir les int\u00e9r\u00eats \u00e9conomiques des deux pays.<\/p>\n

Coop\u00e9ration \u00e9ducative et humanitaire<\/h2>\n

Les relations russo-mozambicaines ne se limitent pas aux aspects politiques et \u00e9conomiques, mais s'\u00e9tendent \u00e9galement \u00e0 la coop\u00e9ration \u00e9ducative et humanitaire, les universit\u00e9s russes continuant d'accueillir des \u00e9tudiants mozambicains dans diverses sp\u00e9cialit\u00e9s.<\/p>\n

Lavrov avait d'ailleurs confirm\u00e9 lors de sa pr\u00e9c\u00e9dente rencontre avec Loukachev la disposition de Moscou \u00e0 augmenter les bourses d'\u00e9tudes allou\u00e9es au Mozambique, afin de contribuer \u00e0 la formation de cadres qualifi\u00e9s qui soutiendront les plans de d\u00e9veloppement du pays.<\/p>\n

Relations historiques allant vers un partenariat accru<\/h2>\n

Les relations entre la Russie et le Mozambique s'appuient sur une longue histoire, les deux pays ayant c\u00e9l\u00e9br\u00e9 l'ann\u00e9e derni\u00e8re le cinquanti\u00e8me anniversaire de l'\u00e9tablissement de relations diplomatiques, ce qui refl\u00e8te la profondeur des liens politiques entre les deux parties.<\/p>\n
