Une enqu\u00eate a r\u00e9v\u00e9l\u00e9 que le gouvernement f\u00e9d\u00e9ral, malgr\u00e9 l'allocation d'une somme \u00e9norme de 54,93 billions de nairas pour des projets de construction, de r\u00e9habilitation et d'entretien des routes entre 2023 et avril 2026, n'a d\u00e9bloqu\u00e9 que 2,68 billions de nairas, soit moins de 51 030 milliards de nairas du montant total allou\u00e9.<\/p>\n

L'analyse des donn\u00e9es du portail Open Treasury r\u00e9v\u00e8le un \u00e9cart croissant entre les plans ambitieux du gouvernement en mati\u00e8re d'infrastructures et les fonds effectivement d\u00e9caiss\u00e9s, ce qui soul\u00e8ve des inqui\u00e9tudes quant au rythme de mise en \u0153uvre des projets routiers essentiels \u00e0 l'\u00e9chelle nationale.<\/p>\n

Ces r\u00e9sultats interviennent alors que la direction de Tinobo intensifie ses efforts pour mettre en valeur ses r\u00e9alisations dans le cadre du programme \u201c\u00a0Espoir renouvel\u00e9\u00a0\u201d gr\u00e2ce \u00e0 sa tourn\u00e9e m\u00e9diatique en cours.<\/p>\n

Les archives indiquent que 2,53 billions de nairas ont \u00e9t\u00e9 allou\u00e9s aux projets routiers en 2023, mais seulement 631,51 milliards de nairas ont \u00e9t\u00e9 d\u00e9pens\u00e9s, ce qui repr\u00e9sente un taux de mise en \u0153uvre de 24,951 TP3T.<\/p>\n

En 2024, les cr\u00e9dits allou\u00e9s ont augment\u00e9 pour atteindre 9,39 billions de nairas, mais les montants r\u00e9ellement d\u00e9pens\u00e9s ont chut\u00e9 brutalement \u00e0 784,60 milliards de nairas, soit seulement 8,36 % du budget approuv\u00e9.<\/p>\n

Cette tendance s'est poursuivie en 2025, avec 670,68 milliards de nairas d\u00e9bours\u00e9s sur une allocation totale de 7,22 billions de nairas, soit un taux d'ex\u00e9cution de 9,29 %.<\/p>\n

Le plus grand d\u00e9ficit de financement<\/h2>\n

Le plus grand \u00e9cart est apparu en 2026. En avril, le gouvernement a allou\u00e9 35,79 billions de nairas aux projets routiers \u2013 l\u2019allocation annuelle la plus \u00e9lev\u00e9e de la p\u00e9riode examin\u00e9e \u2013 mais n\u2019a d\u00e9bours\u00e9 que 597,08 milliards de nairas, soit seulement 1,67 % de l\u2019allocation.<\/p>\n

L'analyse des chiffres montre que la construction routi\u00e8re a constamment absorb\u00e9 la part la plus importante des cr\u00e9dits budg\u00e9taires, passant de 1\u00a0090 milliards de nairas en 2023 \u00e0 23\u00a0610 milliards de nairas en 2026. Les projets de r\u00e9habilitation et de r\u00e9paration ont \u00e9galement enregistr\u00e9 des hausses significatives, passant de 1\u00a0420 milliards de nairas \u00e0 12\u00a0030 milliards de nairas au cours de la m\u00eame p\u00e9riode. Cependant, les montants effectivement d\u00e9pens\u00e9s sont rest\u00e9s bien inf\u00e9rieurs aux pr\u00e9visions budg\u00e9taires approuv\u00e9es.<\/p>\n

Les donn\u00e9es montrent \u00e9galement que, malgr\u00e9 les budgets plus modestes allou\u00e9s \u00e0 l'entretien des routes et des ponts, ce secteur a enregistr\u00e9 le taux de r\u00e9alisation le plus \u00e9lev\u00e9. En 2024, les projets d'entretien ont atteint un taux de r\u00e9alisation des financements sup\u00e9rieur \u00e0 90 %, surpassant largement les projets de construction et de r\u00e9habilitation.<\/p>\n

Globalement, les donn\u00e9es gouvernementales indiquent que depuis 2023, seuls 2,68 billions de nairas sur les 54,93 billions de nairas allou\u00e9s aux infrastructures routi\u00e8res ont \u00e9t\u00e9 d\u00e9bours\u00e9s, laissant un important d\u00e9ficit de financement qui continue d'affecter l'ach\u00e8vement des projets.<\/p>\n

Ce manque de financement survient \u00e0 un moment o\u00f9 plusieurs projets phares \u2013 dont la route c\u00f4ti\u00e8re Lagos-Kalabar, la route Abuja-Kaduna-Zaria-Kano, l'autoroute Sokoto-Badagri et d'autres autoroutes f\u00e9d\u00e9rales strat\u00e9giques \u2013 sont pr\u00e9sent\u00e9s comme des moteurs essentiels de la croissance \u00e9conomique et de la connectivit\u00e9 nationale.<\/p>\n

Le ministre des Travaux publics, David Omahi, a r\u00e9cemment r\u00e9v\u00e9l\u00e9 que son minist\u00e8re avait h\u00e9rit\u00e9 de plus de 2\u00a0000 projets en cours et qu'il \u00e9tait confront\u00e9 \u00e0 de graves difficult\u00e9s de financement. Il a indiqu\u00e9 que le gouvernement f\u00e9d\u00e9ral devait actuellement aux entreprises de construction environ 2\u00a0200 milliards de nairas pour des travaux approuv\u00e9s et achev\u00e9s entre 2024 et 2025.<\/p>\n

O'Mahi a \u00e9galement inform\u00e9 les l\u00e9gislateurs que le financement limit\u00e9 avait contraint le d\u00e9partement \u00e0 revoir ses priorit\u00e9s et \u00e0 red\u00e9finir ses projets, malgr\u00e9 l'augmentation des allocations budg\u00e9taires.<\/p>\n

Ces chiffres soulignent un d\u00e9fi r\u00e9current du financement des infrastructures au Nig\u00e9ria : alors que les allocations budg\u00e9taires augmentent, les flux de tr\u00e9sorerie r\u00e9els restent insuffisants pour suivre le rythme des projets pr\u00e9vus.<\/p>\n
