Dans une initiative susceptible de red\u00e9finir les fronti\u00e8res de la relation entre les secteurs des t\u00e9l\u00e9communications et des services financiers Afrique<\/a>Les autorit\u00e9s nig\u00e9rianes ont accord\u00e9 des licences \u00e0 neuf entreprises pour fournir des services de facturation au moment de la diffusion et de cr\u00e9dit de donn\u00e9es, alors m\u00eame qu'elles avaient suspendu l'application des r\u00e9glementations r\u00e9gissant cette activit\u00e9 il y a quelques semaines \u00e0 peine.<\/p>\n

Cette d\u00e9cision, qui semble technique au premier abord, a ouvert la voie \u00e0 un d\u00e9bat plus large sur l'avenir de l'\u00e9conomie num\u00e9rique dans le pays le plus peupl\u00e9 d'Afrique et sur le plus grand march\u00e9 des t\u00e9l\u00e9communications du continent.<\/p>\n

Des mois de troubles<\/h2>\n

Le Nigeria a connu une p\u00e9riode de confusion ces derniers mois suite \u00e0 la suspension des services de cr\u00e9dit en temps r\u00e9el pour des millions d'utilisateurs, apr\u00e8s la demande de la Commission f\u00e9d\u00e9rale de la concurrence et de la protection des consommateurs (FCCPC) que les entreprises se conforment aux nouvelles r\u00e8gles en mati\u00e8re de pr\u00eats \u00e0 la consommation.<\/p>\n

Bien que certaines grandes entreprises, telles qu'Airtel Nigeria et Globacom, aient repris leurs services, MTN Nigeria, le plus grand op\u00e9rateur de t\u00e9l\u00e9communications du pays avec plus de 95 millions d'abonn\u00e9s, n'a pas encore repris ses services, ce qui t\u00e9moigne de l'ampleur du conflit r\u00e9glementaire en cours.<\/p>\n

Qui a le droit de superviser ?<\/h2>\n

Le n\u0153ud du probl\u00e8me r\u00e9side dans une question en apparence simple, mais aux vastes implications \u00e9conomiques\u00a0: le cr\u00e9dit de temps d\u2019antenne est-il un service de t\u00e9l\u00e9communications ou un produit financier\u00a0?<\/p>\n

L'Agence de protection des consommateurs consid\u00e8re ces services comme relevant du cr\u00e9dit \u00e0 la consommation, puisque les clients b\u00e9n\u00e9ficient du service \u00e0 l'avance et le paient ult\u00e9rieurement. En revanche, les entreprises de t\u00e9l\u00e9communications affirment qu'il s'agit d'un service de communication \u00e0 valeur ajout\u00e9e d\u00e9j\u00e0 r\u00e9glement\u00e9 par la Commission nig\u00e9riane des communications.<\/p>\n

Un march\u00e9 de plusieurs milliards de dollars<\/h2>\n

La controverse autour de cette question est exacerb\u00e9e par l'ampleur du march\u00e9. Si certaines estimations sugg\u00e8rent que la valeur des transactions de cr\u00e9dit au moment de la diffusion pourrait atteindre des billions de nairas par an, des organismes ind\u00e9pendants du secteur \u00e9valuent la taille du march\u00e9 entre 300 et 400 milliards de nairas par an.<\/p>\n

Cette disparit\u00e9 refl\u00e8te l'importance des int\u00e9r\u00eats \u00e9conomiques li\u00e9s au secteur et accro\u00eet la sensibilit\u00e9 des d\u00e9cisions r\u00e9glementaires qui s'y rapportent.<\/p>\n

Les r\u00e9percussions s'\u00e9tendent au-del\u00e0 des fronti\u00e8res du Nig\u00e9ria<\/h2>\n

Les analystes estiment que les cons\u00e9quences de ce conflit n'affecteront pas seulement les entreprises de t\u00e9l\u00e9communications nig\u00e9rianes, mais pourraient \u00e9galement cr\u00e9er un pr\u00e9c\u00e9dent pour d'autres pays africains cherchant \u00e0 r\u00e9glementer les services financiers num\u00e9riques.<\/p>\n

Les investisseurs avertissent \u00e9galement que la persistance des conflits entre les organismes de r\u00e9glementation pourrait affecter la confiance du march\u00e9 dans la stabilit\u00e9 des politiques r\u00e9glementaires, \u00e0 un moment o\u00f9 les pays africains rivalisent pour attirer les investissements dans les secteurs de la technologie et de l'\u00e9conomie num\u00e9rique.<\/p>\n
