L'\u00c9thiopie s'est rendue aux urnes lundi dernier. \u00e9lections<\/a> Ce scrutin devrait ramener au pouvoir le parti de la prosp\u00e9rit\u00e9 du Premier ministre Abiy Ahmed, mais il a \u00e9t\u00e9 marqu\u00e9 par l'instabilit\u00e9, des restrictions au droit de vote et des interrogations quant \u00e0 sa capacit\u00e9 \u00e0 remettre en cause le statu quo.<\/p>\n

La Commission \u00e9lectorale nationale d\u2019\u00c9thiopie (NEBE) a annonc\u00e9 que le vote n\u2019aura pas lieu dans 46 circonscriptions des r\u00e9gions d\u2019Amhara et du Tigr\u00e9, touch\u00e9es par le conflit, en raison de l\u2019instabilit\u00e9 et des tensions politiques.<\/p>\n

\u00c9lections \u00e9thiopiennes<\/h4>\n

Il a d\u00e9clar\u00e9 que huit zones du nord-ouest de l'Amhara connaissent des \u201c conditions d\u00e9favorables \u201d en raison d'affrontements entre groupes arm\u00e9s et l'arm\u00e9e, tandis que le vote a \u00e9galement \u00e9t\u00e9 suspendu dans 38 zones du Tigr\u00e9, o\u00f9 les tensions restent vives entre le gouvernement f\u00e9d\u00e9ral et le Front de lib\u00e9ration du peuple du Tigr\u00e9.<\/p>\n

Auparavant, la Commission \u00e9lectorale nationale avait d\u00e9clar\u00e9 que \u201c compte tenu des circonstances qui ne permettent pas la tenue du vote le 1er juin, des dates de vote suppl\u00e9mentaires seront organis\u00e9es \u201d.<\/p>\n

Ces \u00e9lections interviennent \u00e0 un moment o\u00f9 de nombreux \u00c9thiopiens se concentrent sur des probl\u00e8mes quotidiens tels que l'inflation, l'emploi et la s\u00e9curit\u00e9, plut\u00f4t que sur la campagne \u00e9lectorale.<\/p>\n

Une proc\u00e9dure purement formelle<\/h4>\n

Des r\u00e9sultats surprenants sont peu probables, et les figures de l'opposition ainsi que les analystes affirment que le vote ne constituera pas un v\u00e9ritable d\u00e9fi pour le gouvernement.<\/p>\n

\u201c Les \u00e9lections en \u00c9thiopie seront une proc\u00e9dure purement formelle qui conf\u00e8re au gouvernement une l\u00e9gitimit\u00e9 \u00e9lectorale\u2026 Il n\u2019y a aucun moyen de changer ou de contester le gouvernement par le biais des \u00e9lections \u201d, selon Ketil Tronvoll, chercheur en paix et conflits \u00e0 l\u2019Universit\u00e9 nouvelle d\u2019Oslo.<\/p>\n

L'apathie des \u00e9lecteurs<\/h4>\n

Presque toutes les \u00e9lections depuis le renversement de la dictature brutale dirig\u00e9e par Haile Mariam Mengistu en 1991 se sont sold\u00e9es par la victoire d'un seul parti, remportant entre 90 et 100 % des si\u00e8ges parlementaires, souvent dans un contexte d'all\u00e9gations de fraude.<\/p>\n

Ils n'ont donn\u00e9 que leurs pr\u00e9noms par crainte de repr\u00e9sailles, dans un climat politique qui s'est consid\u00e9rablement durci ces derniers temps.<\/p>\n

La commission \u00e9lectorale indique qu'il existe au total 47 partis politiques enregistr\u00e9s, avec pr\u00e8s de 11 000 candidats et des millions d'\u00e9lecteurs inscrits.<\/p>\n

Mais le parti au pouvoir, le Parti de la prosp\u00e9rit\u00e9, a remport\u00e9 961 030 si\u00e8ges en 2021 et se pr\u00e9sente sans opposition dans 64 des 547 circonscriptions d'\u00c9thiopie cette fois-ci.<\/p>\n

Pas de concurrents s\u00e9rieux<\/h4>\n

Il existe une quarantaine de partis d'opposition, mais aucun ne repr\u00e9sente une menace s\u00e9rieuse. M\u00eame le plus important, le parti IZMA, ne pr\u00e9sente que 601 d\u00e9put\u00e9s, esp\u00e9rant ainsi augmenter son nombre actuel de quatre.<\/p>\n
