La sc\u00e8ne libyenne est t\u00e9moin d'un \u00e9tat de bouleversement populaire et politique suite \u00e0 la mont\u00e9e en puissance du hashtag \u201cNon \u00e0 la localisation<\/a>\u201dLes plateformes de m\u00e9dias sociaux refl\u00e8tent les inqui\u00e9tudes croissantes des militants et des utilisateurs quant aux tentatives potentielles de transformer le pays, d'un point de transit temporaire pour les migrants irr\u00e9guliers, en un lieu d'installation permanent pour ces derniers.<\/p>\n

Accusations contre la commission et appels \u00e0 manifester<\/h4>\n

Le mouvement ne s'est pas arr\u00eat\u00e9 aux limites de l'espace num\u00e9rique, mais s'est plut\u00f4t d\u00e9roul\u00e9 en parall\u00e8le avec des appels croissants \u00e0 organiser des manifestations de protestation devant le si\u00e8ge du Haut-Commissariat des Nations Unies pour les r\u00e9fugi\u00e9s dans la capitale, Tripoli, et \u00e0 exiger la fin de son travail \u00e0 l'int\u00e9rieur du pays, en condamnation de ce que certains consid\u00e8rent comme son r\u00f4le suspect dans le dossier de la \u201c r\u00e9installation \u201d.<\/p>\n

La tension a atteint son paroxysme apr\u00e8s la diffusion d'une d\u00e9claration attribu\u00e9e \u00e0 l'un des conseils sociaux, r\u00e9v\u00e9lant que la commission se coordonnait avec les pharmacies et les commerces pour garantir l'acc\u00e8s \u00e0 la nourriture et aux m\u00e9dicaments aux titulaires de cartes d'asile, ce que les utilisateurs de Twitter ont consid\u00e9r\u00e9 comme une \u00e9tape pr\u00e9liminaire \u00e0 la l\u00e9gitimation d'un s\u00e9jour permanent, ce qui a d\u00e9clench\u00e9 une vague massive de critiques.<\/p>\n

Face \u00e0 ce mouvement, le gouvernement est intervenu. Le minist\u00e8re des Affaires \u00e9trang\u00e8res et de la Coop\u00e9ration internationale du Gouvernement d'union nationale a publi\u00e9 un communiqu\u00e9 affirmant suivre de pr\u00e8s les flux migratoires irr\u00e9guliers et leurs cons\u00e9quences consid\u00e9rables sur la s\u00e9curit\u00e9, l'\u00e9conomie, la sant\u00e9 et le bien-\u00eatre social. Le minist\u00e8re a r\u00e9affirm\u00e9 sa ferme volont\u00e9 de d\u00e9fendre les principes nationaux et son rejet cat\u00e9gorique de tout projet de r\u00e9installation.<\/p>\n

Avertissements du gouvernement<\/h4>\n

Tout en r\u00e9affirmant la d\u00e9claration constitutionnelle garantissant le droit des citoyens \u00e0 la libert\u00e9 d'expression pacifique, le minist\u00e8re a mis en garde contre\u00a0:<\/p>\n

Se laisser influencer par des rumeurs et des appels incendiaires non document\u00e9s.<\/p>\n

Toute pratique susceptible de menacer la s\u00e9curit\u00e9 nationale ou de nuire \u00e0 la r\u00e9putation de l'\u00c9tat.<\/p>\n

D\u00e9couverte des si\u00e8ges des organisations internationales et des missions diplomatiques.<\/p>\n

Pour sa part, le minist\u00e8re du Travail et de la R\u00e9habilitation du Gouvernement d'unit\u00e9 nationale s'est compl\u00e8tement distanci\u00e9 de ces sp\u00e9culations, niant en d\u00e9tail l'existence de tout projet visant \u00e0 installer des migrants ou \u00e0 leur fournir des complexes de logements sous son \u00e9gide, qualifiant ces informations de \u201c totalement infond\u00e9es et d\u00e9pourvues de tout fondement juridique ou factuel \u201d.<\/p>\n

Le minist\u00e8re a pr\u00e9cis\u00e9 que son r\u00f4le se limite exclusivement \u00e0 la r\u00e9glementation du travail des migrants par les voies l\u00e9gales, conform\u00e9ment \u00e0 la loi n\u00b0\u00a012 de 2010 relative aux relations de travail et \u00e0 ses r\u00e8glements d\u2019application. Il a \u00e9galement indiqu\u00e9 que la question des migrants en situation irr\u00e9guli\u00e8re rel\u00e8ve de la comp\u00e9tence exclusive des autorit\u00e9s de s\u00e9curit\u00e9. Le minist\u00e8re a par ailleurs insist\u00e9 sur l\u2019obligation pour les employeurs d\u2019obtenir l\u00e9galement les permis n\u00e9cessaires, tout en accordant la priorit\u00e9 absolue aux ressortissants libyens qualifi\u00e9s afin de pr\u00e9server le march\u00e9 du travail local.<\/p>\n

L'identit\u00e9 nationale est une ligne rouge<\/h4>\n

Du c\u00f4t\u00e9 l\u00e9gislatif, la r\u00e9ponse a \u00e9t\u00e9 ferme et d\u00e9cisive ; la Chambre des repr\u00e9sentants a publi\u00e9 sa d\u00e9claration officielle n\u00b0 (2) de 2026, dans laquelle elle a d\u00e9clar\u00e9 son rejet cat\u00e9gorique de tout plan, arrangement ou politique visant \u00e0 installer ou \u00e0 faire installer des \u00e9trangers sur le sol libyen, consid\u00e9rant ce dossier comme une question souveraine qui n'est pas sujette \u00e0 compromis.<\/p>\n

La d\u00e9claration du Parlement comprenait une analyse claire de la situation actuelle, mettant en garde contre les tentatives d'imposer un fait accompli qui affecte l'identit\u00e9 et la composition d\u00e9mographique \u00e0 ce stade crucial, en s'appuyant sur un solide arsenal juridique national\u00a0:<\/p>\n

Le conseil a fond\u00e9 sa d\u00e9cision sur la loi n\u00b0 (24) de 2023 relative \u00e0 la lutte contre l\u2019installation d\u2019\u00e9trangers en Libye.<\/p>\n

Le communiqu\u00e9 souligne que la Libye ne supportera pas les co\u00fbts des politiques internationales et r\u00e9gionales et ne servira pas de terrain d'absorption des crises d'autrui au d\u00e9triment de sa s\u00e9curit\u00e9, de sa stabilit\u00e9 et de sa d\u00e9mographie.<\/p>\n

Le Parlement a soulign\u00e9 que les efforts de d\u00e9veloppement de l\u2019\u00c9tat doivent en priorit\u00e9 \u00eatre orient\u00e9s vers le citoyen libyen, notamment en mati\u00e8re d\u2019autonomisation des jeunes par le logement, la cr\u00e9ation d\u2019emplois et l\u2019am\u00e9lioration des services de base.<\/p>\n
