L'Association d\u00e9mocratique des taxis du Cap (CODETA) en Afrique du Sud a annonc\u00e9 le lancement d'un nouveau syst\u00e8me de paiement sans esp\u00e8ces, dont le lancement est pr\u00e9vu le 1er juin.<\/p>\n

Dans le cadre de ce nouveau syst\u00e8me, les passagers devront utiliser des cartes qui seront scann\u00e9es \u00e0 leur entr\u00e9e dans les taxis.<\/p>\n

Installation de cam\u00e9ras \u00e0 l'int\u00e9rieur des taxis<\/h4>\n

\u201c Nous mettons en place un nouveau syst\u00e8me de paiement \u00e9lectronique dans notre secteur des taxis. Nos clients utiliseront d\u00e9sormais des cartes qu'ils scanneront en montant dans nos v\u00e9hicules \u201d, a d\u00e9clar\u00e9 Nesiba Inge, pr\u00e9sident de Codita.<\/p>\n

Eng a d\u00e9clar\u00e9 que des cam\u00e9ras seront install\u00e9es \u00e0 l'int\u00e9rieur des taxis dans le cadre du nouveau syst\u00e8me visant \u00e0 am\u00e9liorer la s\u00e9curit\u00e9 et la responsabilisation au sein du secteur.<\/p>\n

Il s'est rendu compte que la transition vers cette nouvelle technologie pourrait pr\u00e9senter des difficult\u00e9s lors des premi\u00e8res \u00e9tapes de sa mise en \u0153uvre.<\/p>\n

D\u00e9veloppement positif<\/h4>\n

Si certains passagers ont salu\u00e9 l'introduction de ce syst\u00e8me, des inqui\u00e9tudes subsistent quant \u00e0 son fonctionnement concret.<\/p>\n

Isithu Saliva, un passager de taxi, a d\u00e9crit l'introduction du nouveau syst\u00e8me de paiement comme une \u00e9volution positive, notant que des syst\u00e8mes similaires sont d\u00e9j\u00e0 utilis\u00e9s dans d'autres formes de transport public.<\/p>\n

Elle a toutefois reconnu que les passagers pourraient initialement avoir des difficult\u00e9s \u00e0 pr\u00e9voir le prix des courses en taxi en utilisant des cartes plut\u00f4t que de l'argent liquide.<\/p>\n

Elle a exhort\u00e9 les chauffeurs de taxi \u00e0 faire preuve de patience envers les passagers pendant qu'ils s'adaptent au nouveau syst\u00e8me.<\/p>\n

\u201c Ces syst\u00e8mes rencontreront des difficult\u00e9s, et il se peut que certains appareils ne parviennent pas \u00e0 scanner\u2026 Les chauffeurs de taxi doivent faire preuve de prudence et de patience avec leurs passagers \u201d, a d\u00e9clar\u00e9 Saliva.<\/p>\n

Le chiffre d'affaires annuel du secteur des taxis en Afrique du Sud est estim\u00e9 entre 90 et 100 milliards de rands, pourtant il ne paie quasiment aucun imp\u00f4t.<\/p>\n

En mars 2025, Wayne Duffing, PDG de l'organisation de lutte contre la fraude fiscale Outa, a d\u00e9clar\u00e9 que la r\u00e9glementation et la taxation du secteur des taxis pourraient augmenter consid\u00e9rablement les recettes de l'\u00c9tat.<\/p>\n

Il a soulign\u00e9 que l\u2019inclusion du secteur des taxis dans le cadre fiscal, actuellement exclu, contribuerait \u00e0 \u00e9largir la base fiscale de l\u2019Afrique du Sud.<\/p>\n

Il a d\u00e9clar\u00e9 : \u201c L\u2019objectif n\u2019est pas de punir le secteur des taxis, mais de montrer que vous \u00eates organis\u00e9s, que vous \u00eates des entreprises et que vous devez \u00eatre soumis \u00e0 un contr\u00f4le. \u201d.<\/p>\n

Le PDG d'Outa a d\u00e9clar\u00e9 qu'il n'y a aucune bonne raison pour que le secteur des taxis en Afrique du Sud, qui fonctionne principalement en esp\u00e8ces, reste exempt de taxes.<\/p>\n

Ses propos rejoignent la position de l'Alliance d\u00e9mocratique, qui avait soulign\u00e9 en 2021 que ce secteur lucratif ne contribue qu'\u00e0 hauteur de 5 millions de rands en imp\u00f4ts.<\/p>\n

Un faible taux de conformit\u00e9 fiscale dans le secteur des petits taxis en Afrique du Sud a \u00e9t\u00e9 r\u00e9v\u00e9l\u00e9 en r\u00e9ponse \u00e0 une question parlementaire du parti Alliance d\u00e9mocratique.<\/p>\n

imp\u00f4ts modestes<\/h4>\n

Le parti Alliance d\u00e9mocratique a d\u00e9clar\u00e9 : \u201c Le ministre des Finances a r\u00e9v\u00e9l\u00e9 que seulement environ 5 millions de rands d'imp\u00f4ts sont collect\u00e9s aupr\u00e8s de l'ensemble du secteur des petits taxis. \u201d.<\/p>\n

\u201c Cela signifie que la grande majorit\u00e9 des exploitants et propri\u00e9taires de taxis ne d\u00e9clarent aucun revenu imposable et ne paient pas de cotisations sociales \u00e0 leurs chauffeurs et employ\u00e9s. \u201d<\/p>\n

La dissimulation de revenus et la fraude fiscale sont ill\u00e9gales. Ces actes constituent un d\u00e9lit en vertu de la loi modifiant la loi sur l'administration fiscale et sont passibles d'une peine d'emprisonnement pouvant aller jusqu'\u00e0 deux ans.<\/p>\n

L'Alliance d\u00e9mocratique (DA) a exhort\u00e9 le Service des imp\u00f4ts sud-africain (SARS) \u00e0 prendre des mesures contre les fraudeurs fiscaux dans le secteur des taxis, afin de garantir que ce secteur contribue \u00e9quitablement aux recettes fiscales.<\/p>\n

Une grande partie des recettes des taxis est pay\u00e9e en esp\u00e8ces, ce qui r\u00e9duit consid\u00e9rablement la documentation financi\u00e8re de leurs op\u00e9rations.<\/p>\n
