En profondeur La campagne sud-africaine<\/strong>Dans de nombreux villages, laiss\u00e9s pour compte en raison de leur manque de d\u00e9veloppement et de services essentiels, les habitants d'Umhluwazi, dans la province du KwaZulu-Natal, vivent au quotidien dans l'isolement et la peur. La rivi\u00e8re Indaka, qui serpente \u00e0 travers le village, se transforme d'une source de vie en une menace constante, contraignant les habitants \u00e0 la traverser au p\u00e9ril de leur vie pour acc\u00e9der aux \u00e9coles, aux march\u00e9s et aux services.<\/p>\n

Malgr\u00e9 les promesses r\u00e9p\u00e9t\u00e9es du gouvernement, depuis de nombreuses ann\u00e9es, de construire un pont reliant le village au reste du monde, les habitants continuent d'en payer le prix de leur vie, dans une sc\u00e8ne qui refl\u00e8te la profonde marginalisation dont souffrent les communaut\u00e9s rurales d'Afrique du Sud.<\/p>\n

Le village d'Umhluwazi, nich\u00e9 au c\u0153ur des collines ondulantes du district d'Umhlumayo dans la province d'Othokla, est confront\u00e9 \u00e0 un isolement manifeste, car les routes goudronn\u00e9es s'arr\u00eatent avant de l'atteindre, laissant place \u00e0 des pistes de terre accident\u00e9es qui prennent de nombreuses heures, ce qui rend l'acc\u00e8s encore plus difficile et renforce le sentiment d'isolement que ressentent ses habitants vis-\u00e0-vis du monde ext\u00e9rieur.<\/p>\n

En l'absence d'infrastructures hydrauliques, les habitants d\u00e9pendent de la rivi\u00e8re Indaka comme principale source d'eau, qu'ils partagent avec leur b\u00e9tail, malgr\u00e9 les risques qu'elle repr\u00e9sente, car elle a caus\u00e9 la mort de six personnes au fil des ans, ce qui a incit\u00e9 les habitants \u00e0 l'appeler la \u201d rivi\u00e8re de la mort \u201d.<\/p>\n

\u201c Vous \u00eates l\u00e0 pour vous moquer de notre combat, des gens meurent ici \u201d, a d\u00e9clar\u00e9 le chef communautaire Khaniasani Sipsi dans un communiqu\u00e9 de presse, exprimant sa col\u00e8re face \u00e0 leur situation.<\/p>\n

Le chef du village, Mbonisini Mazebuku, a expliqu\u00e9 que cette col\u00e8re est n\u00e9e du deuil de familles au sein de la communaut\u00e9, notamment la famille Sepsi, qui a perdu un de ses fils dans les eaux de la rivi\u00e8re. Il a soulign\u00e9 que les habitants \u00e9prouvent de la frustration face aux promesses r\u00e9p\u00e9t\u00e9es du gouvernement qui n'ont pas \u00e9t\u00e9 tenues.<\/p>\n

Les souffrances ne se limitent pas aux adultes, car les \u00e9l\u00e8ves doivent parcourir de longues distances pour atteindre le lyc\u00e9e Mandlakhi, le seul \u00e9tablissement scolaire desservant plusieurs villages voisins, en plus de devoir traverser la rivi\u00e8re Indaka, r\u00e9put\u00e9e pour abriter des crocodiles, en l'absence de tout pont reliant ses deux rives.<\/p>\n

Le conseiller municipal Bongani Nicholas Madondo a d\u00e9clar\u00e9 que le minist\u00e8re provincial des Transports \u00e9tait responsable de la persistance de ces souffrances, soulignant que les responsables s'\u00e9taient rendus \u00e0 plusieurs reprises dans la r\u00e9gion et avaient fait des promesses r\u00e9p\u00e9t\u00e9es sans les mettre en \u0153uvre.<\/p>\n

Il a soulign\u00e9 que la premi\u00e8re de ces promesses remontait au mandat de l'ancien ministre des Transports du KwaZulu-Natal, Willis Mchuno, qui avait annonc\u00e9 un projet de pont et en avait pos\u00e9 la premi\u00e8re pierre, mais que ce projet n'avait jamais vu le jour. La m\u00eame situation s'est reproduite en 2023 avec l'actuel ministre de l'\u00c9ducation, Sebu Hlomuka, sans qu'aucun progr\u00e8s notable n'ait \u00e9t\u00e9 constat\u00e9.<\/p>\n

Madondo a ajout\u00e9 que la communaut\u00e9 locale souffre encore des effets d'accidents r\u00e9p\u00e9t\u00e9s, notamment la mort de la jeune femme Longelini Shabalala (36 ans), qui s'est noy\u00e9e en traversant la rivi\u00e8re apr\u00e8s \u00eatre revenue de Ladysmith o\u00f9 elle avait fait des achats, et dont le corps a \u00e9t\u00e9 retrouv\u00e9 le lendemain.<\/p>\n

Il a \u00e9galement \u00e9voqu\u00e9 le d\u00e9c\u00e8s de deux \u00e9l\u00e8ves dans des incidents similaires, ce qui a incit\u00e9 certaines familles \u00e0 garder leurs enfants \u00e0 la maison pendant la saison des pluies par crainte d'une r\u00e9p\u00e9tition de ces trag\u00e9dies.<\/p>\n

Il a soulign\u00e9 que l'absence du pont n'affecte pas seulement la vie quotidienne, mais aussi les moments de deuil, les familles \u00e9tant oblig\u00e9es de transporter les cercueils de leurs morts \u00e0 travers la rivi\u00e8re lors des fun\u00e9railles, une sc\u00e8ne qui, selon lui, porte directement atteinte \u00e0 la dignit\u00e9 des personnes.<\/p>\n

Pour sa part, le pr\u00e9sident de la commission des transports de l'Assembl\u00e9e l\u00e9gislative du KwaZulu-Natal, Mensidisi Mavisa, a qualifi\u00e9 la situation de \u201c farce judiciaire \u201d, jurant de demander des comptes aux responsables du sort des fonds allou\u00e9s \u00e0 la construction du pont.<\/p>\n

En revanche, le porte-parole du d\u00e9partement des transports du comt\u00e9, Ndabizenhle Sebia, a d\u00e9clar\u00e9 qu'il consulterait les ing\u00e9nieurs concern\u00e9s pour conna\u00eetre les derniers d\u00e9veloppements concernant le projet de pont, \u00e9tant donn\u00e9 l'incertitude persistante quant \u00e0 son sort \u00e0 ce jour.<\/p>","protected":false},"excerpt":{"rendered":"
