La situation s'aggrave. Comores<\/a> Une vague de pol\u00e9miques politiques et humanitaires a \u00e9clat\u00e9 concernant le sort de l'ancien pr\u00e9sident Ahmad Abdallah Sambi, apr\u00e8s que six anciens Premiers ministres ont demand\u00e9 son transfert \u00e0 l'\u00e9tranger pour y \u00eatre soign\u00e9, alors que des assurances font \u00e9tat d'une d\u00e9t\u00e9rioration de son \u00e9tat de sant\u00e9 en prison, tandis que les autorit\u00e9s persistent \u00e0 appliquer la peine prononc\u00e9e contre lui dans l'une des affaires les plus controvers\u00e9es du pays.<\/p>\n

Six anciens Premiers ministres des Comores ont lanc\u00e9 un appel au pr\u00e9sident Azali Assoumani pour qu'il autorise son pr\u00e9d\u00e9cesseur emprisonn\u00e9, Ahmed Abdallah Sambi, \u00e0 se rendre \u00e0 l'\u00e9tranger pour y recevoir des soins m\u00e9dicaux.<\/p>\n

Dans une lettre dat\u00e9e du 26 mai, ils ont averti que la sant\u00e9 de Sambi se \u201c d\u00e9t\u00e9riorait de fa\u00e7on alarmante \u201d et ont exhort\u00e9 le pr\u00e9sident \u00e0 faire preuve de cl\u00e9mence, assurant qu'il serait renvoy\u00e9 si les tribunaux le demandaient.<\/p>\n

Conflit concernant l'\u00e9tat de sant\u00e9 de Sambi<\/h2>\n

Sambi, \u00e2g\u00e9 de 67 ans, a pass\u00e9 huit ans en r\u00e9sidence surveill\u00e9e et a \u00e9t\u00e9 condamn\u00e9 \u00e0 la prison \u00e0 vie en 2022 pour haute trahison li\u00e9e \u00e0 un syst\u00e8me controvers\u00e9 de vente de passeports.<\/p>\n

Alors que le procureur insiste sur le fait que les derniers tests ne r\u00e9v\u00e8lent aucune affection mettant sa vie en danger, le m\u00e9decin de Sambi a rejet\u00e9 cette \u00e9valuation, la qualifiant d'\u201c erron\u00e9e \u201d, et affirmant que des investigations suppl\u00e9mentaires sont en cours.<\/p>\n

Un contexte politique turbulent<\/h3>\n

Asomani, l'ancien chef de l'arm\u00e9e qui a pris le pouvoir lors d'un coup d'\u00c9tat en 1999, a domin\u00e9 la vie politique nationale pendant des d\u00e9cennies.<\/p>\n

Ses tentatives r\u00e9p\u00e9t\u00e9es de r\u00e9\u00e9lection \u2013 la plus r\u00e9cente en 2024 \u2013 ont \u00e9t\u00e9 entach\u00e9es de conflits sanglants et de manifestations.<\/p>\n

Ses d\u00e9tracteurs l'accusent de renforcer son emprise autoritaire sur le pays, qui compte environ 970 000 habitants.<\/p>\n

Pr\u00e9occupations croissantes concernant la gouvernance et les droits<\/h3>\n

Cet appel lanc\u00e9 par six anciens Premiers ministres accro\u00eet la pression croissante sur le gouvernement, tandis que les observateurs mettent en garde contre le r\u00e9tr\u00e9cissement de l'espace politique et la d\u00e9t\u00e9rioration des droits de l'homme.<\/p>\n

Les opposants citent depuis longtemps l'affaire Sambi comme preuve de manipulation judiciaire et de r\u00e8glement de comptes politiques.<\/p>\n

Lundi 28 novembre 2022, un tribunal des Comores a condamn\u00e9 l'ancien pr\u00e9sident Ahmed Abdallah Sambi \u00e0 la prison \u00e0 vie pour vente ill\u00e9gale de passeports comoriens.<\/p>\n

Cet homme de 64 ans a \u00e9t\u00e9 reconnu coupable d'avoir vendu des passeports \u00e0 des apatrides vivant dans les pays du Golfe.<\/p>\n

Sambi a dirig\u00e9 l'archipel de l'oc\u00e9an Indien entre 2006 et 2011.<\/p>\n

En 2008, il a fait voter une loi autorisant la vente de passeports et a \u00e9t\u00e9 accus\u00e9 d'avoir d\u00e9tourn\u00e9 des millions de dollars dans le cadre de ce syst\u00e8me, depuis lors qualifi\u00e9 de scandale de la \u201c citoyennet\u00e9 \u00e9conomique \u201d.<\/p>\n

L'accusation a d\u00e9clar\u00e9 que le co\u00fbt d\u00e9passait 1,8 milliard de dollars, soit plus que le produit int\u00e9rieur brut de ce pays pauvre.<\/p>\n

Emmanuel Sousa, l'avocat des plaignants au civil, a d\u00e9clar\u00e9 : \u00ab Ils ont donn\u00e9 \u00e0 ces voyous le droit de vendre la citoyennet\u00e9 comorienne comme s'il s'agissait de cacahu\u00e8tes. \u00bb.<\/p>\n

Mais l'avocat de Sambi, Jean-Gilles Halimi, a d\u00e9clar\u00e9 qu'il n'y avait aucune preuve de l'existence de ces fonds : \u201c Aucun compte n'a \u00e9t\u00e9 d\u00e9couvert. \u201d.<\/p>\n

Sambi a refus\u00e9 de compara\u00eetre \u00e0 son proc\u00e8s, ses avocats arguant qu'aucun proc\u00e8s \u00e9quitable n'\u00e9tait garanti. Il a toutefois assist\u00e9 \u00e0 une audience, accompagn\u00e9 de son avocat, et a demand\u00e9 au juge de se r\u00e9cuser car il avait auparavant si\u00e9g\u00e9 au sein du jury qui avait d\u00e9cid\u00e9 de le mettre en examen.<\/p>\n

Halimi a d\u00e9clar\u00e9 que l'ancien dirigeant avait initialement \u00e9t\u00e9 jug\u00e9 pour corruption, mais que les accusations avaient \u00e9t\u00e9 requalifi\u00e9es en haute trahison, un crime \u201c qui n'existe pas dans le droit comorien \u201d.<\/p>\n

Sambe avait d\u00e9j\u00e0 pass\u00e9 quatre ans en prison avant son proc\u00e8s, d\u00e9passant ainsi la peine maximale de huit mois. Il avait \u00e9t\u00e9 plac\u00e9 dans un \u00e9tablissement p\u00e9nitentiaire.<\/p>\n
