Cette d\u00e9cision refl\u00e8te les difficult\u00e9s de financement auxquelles est confront\u00e9 le secteur de l'\u00e9ducation. Nigeria<\/a>Le gouvernement nig\u00e9rian, en collaboration avec la Banque mondiale, a restructur\u00e9 le programme \u201c Espoir d\u2019une \u00e9ducation de base de qualit\u00e9 pour tous \u201d de 500 millions de dollars en r\u00e9duisant les cr\u00e9dits allou\u00e9s \u00e0 la construction de nouvelles salles de classe, en \u00e9change d\u2019un \u00e9largissement du champ d\u2019application du projet aux \u00c9tats qui en b\u00e9n\u00e9ficient.<\/p>\n

Ces changements interviennent apr\u00e8s une baisse des financements allou\u00e9s au Partenariat mondial pour l'\u00e9ducation, au moment m\u00eame o\u00f9 le Nig\u00e9ria cherche \u00e0 maintenir les objectifs du programme, \u00e0 savoir am\u00e9liorer la qualit\u00e9 de l'\u00e9ducation de base et \u00e9largir l'acc\u00e8s \u00e0 celle-ci.<\/p>\n

Selon la Banque mondiale, les cr\u00e9dits allou\u00e9s \u00e0 la cr\u00e9ation de 13\u00a0000 nouvelles salles de classe dans le cadre de ce programme ont \u00e9t\u00e9 consid\u00e9rablement r\u00e9duits suite \u00e0 des modifications apport\u00e9es au financement des subventions du Partenariat mondial pour l\u2019\u00e9ducation (GPE).<\/p>\n

La Banque mondiale a d\u00e9clar\u00e9 que cette restructuration \u00e9tait n\u00e9cessaire en raison d'une forte baisse des subventions allou\u00e9es au Partenariat mondial pour la transformation \u00e9conomique au Nig\u00e9ria.<\/p>\n

Le rapport de la Banque mondiale indique que ces changements r\u00e9sultent d'une diminution des cr\u00e9dits totaux allou\u00e9s au financement du programme de Partenariat mondial pour le d\u00e9veloppement durable au Nig\u00e9ria, passant de 107,59 millions de dollars \u00e0 53,975 millions de dollars.<\/p>\n

La Banque mondiale a expliqu\u00e9 que l\u2019accord initial r\u00e9partissait le financement du Partenariat mondial pour l\u2019\u00e9ducation entre la Banque mondiale et le Fonds des Nations Unies pour l\u2019enfance (UNICEF), mais que la structure de financement r\u00e9vis\u00e9e a transf\u00e9r\u00e9 la totalit\u00e9 de la subvention r\u00e9duite au programme HOPE-\u00c9ducation g\u00e9r\u00e9 par la Banque mondiale.<\/p>\n

Le communiqu\u00e9 indiquait : \u201c \u00c0 l\u2019origine, la Banque mondiale et le Fonds des Nations Unies pour l\u2019enfance (UNICEF) avaient \u00e9t\u00e9 s\u00e9lectionn\u00e9s comme donateurs conjoints pour administrer la moiti\u00e9 des allocations de financement initiales du programme de micro-subventions.<\/p>\n

Toutefois, compte tenu de la r\u00e9duction des financements allou\u00e9s au Partenariat mondial pour l\u2019\u00e9ducation, le gouvernement nig\u00e9rian a propos\u00e9 que la Banque mondiale prenne enti\u00e8rement en charge la gestion des fonds r\u00e9duits par le biais du programme \u201c Espoir pour l\u2019\u00e9ducation \u201d.<\/p>\n

Le programme, approuv\u00e9 par le Conseil d\u2019administration de la Banque mondiale le 31 mars 2025, a \u00e9t\u00e9 financ\u00e9 par un pr\u00eat de 500 millions de dollars de l\u2019Association internationale de d\u00e9veloppement et une subvention de 52,18 millions de dollars du Partenariat mondial pour le d\u00e9veloppement.<\/p>\n

Le document de restructuration a montr\u00e9 que les allocations totales au titre du DLI 4, qui couvre \u201c le nombre de nouvelles classes \u00e9l\u00e9mentaires cr\u00e9\u00e9es gr\u00e2ce \u00e0 l\u2019engagement communautaire \u201d, avaient diminu\u00e9 de 5,7 millions de dollars \u00e0 2,55 millions de dollars.<\/p>\n

Plus pr\u00e9cis\u00e9ment, les cr\u00e9dits allou\u00e9s aux accords gouvernementaux et communautaires visant \u00e0 soutenir la construction de salles de classe dans 15 \u00c9tats ont \u00e9t\u00e9 r\u00e9duits de 500\u00a0000 $ \u00e0 300\u00a0000 $, tandis que les cr\u00e9dits allou\u00e9s \u00e0 la construction de 13\u00a0000 salles de classe ont diminu\u00e9 de 5,2 millions de dollars \u00e0 2,25 millions de dollars.<\/p>\n

Malgr\u00e9 la r\u00e9duction des cr\u00e9dits allou\u00e9s, l'objectif global du programme, qui est de cr\u00e9er 13\u00a0000 salles de classe, est rest\u00e9 inchang\u00e9 dans le cadre de r\u00e9sultats actualis\u00e9 du rapport.<\/p>\n

Dans le cadre de l'accord r\u00e9vis\u00e9, le nombre d'\u00c9tats \u00e9ligibles aux interventions cibl\u00e9es dans le domaine de r\u00e9sultats 1 a \u00e9t\u00e9 \u00e9tendu de trois \u00e0 six \u00c9tats par l'ajout des \u00c9tats d'Apia, de Bauchi et de Kwara.<\/p>\n

La Banque mondiale a indiqu\u00e9 que ces changements n\u00e9cessiteraient \u00e9galement des modifications du protocole de v\u00e9rification pour les pays b\u00e9n\u00e9ficiant du Partenariat mondial pour les politiques \u00e9conomiques, tandis que le processus de v\u00e9rification actuel pour les pays financ\u00e9s par l'Association internationale de d\u00e9veloppement resterait inchang\u00e9.<\/p>\n
