Dans une atmosph\u00e8re domin\u00e9e par ambigu\u00eft\u00e9<\/a>L'\u00c9thiopie se pr\u00e9pare \u00e0 tenir des \u00e9lections g\u00e9n\u00e9rales lundi prochain qui d\u00e9termineront les cinq prochaines ann\u00e9es dans le deuxi\u00e8me pays le plus peupl\u00e9 d'Afrique, dans un contexte de quasi-certitude d'une victoire \u00e9crasante pour le Parti de la prosp\u00e9rit\u00e9 du Premier ministre Abiy Ahmed.<\/p>\n

Malgr\u00e9 l'importance de cette \u00e9lection, la capitale Addis-Abeba semble presque d\u00e9pourvue de campagne \u00e9lectorale\u00a0: les affiches \u00e9lectorales et les rassemblements de masse sont rares, un tableau qui refl\u00e8te un d\u00e9clin de l'enthousiasme populaire et de la confiance des \u00e9lecteurs dans l'utilit\u00e9 du processus politique.<\/p>\n

Le Parti de la Prosp\u00e9rit\u00e9 d'Abiy Ahmed est confiant de remporter la victoire.<\/h2>\n

Le Parti de la Prosp\u00e9rit\u00e9 n'a tenu qu'un seul grand rassemblement \u00e9lectoral dans la capitale, qui s'est termin\u00e9 pr\u00e9matur\u00e9ment en l'absence d'Abiy Ahmed, au pouvoir depuis 2018, ce qui indique la confiance du parti dans sa capacit\u00e9 \u00e0 remporter la victoire sans avoir besoin de mener une campagne intensive.<\/p>\n

La sc\u00e8ne refl\u00e8te un \u00e9tat d'apathie parmi les citoyens, car beaucoup croient que les r\u00e9sultats des \u00e9lections sont pr\u00e9d\u00e9termin\u00e9s, en raison d'une longue histoire de domination d'un parti au Parlement depuis le renversement du r\u00e9gime du Derg en 1991, souvent avec des pourcentages d\u00e9passant 90% au milieu d'accusations r\u00e9p\u00e9t\u00e9es de fraude.<\/p>\n

Plusieurs citoyens ont d\u00e9clar\u00e9 ne pas avoir l'intention de participer, estimant que leurs votes n'influenceront pas les r\u00e9sultats, notamment dans un climat politique marqu\u00e9 par l'extr\u00e9misme, qui conduit certains \u00e0 ne pas r\u00e9v\u00e9ler leur identit\u00e9 par crainte de harc\u00e8lement.<\/p>\n

Bien qu'Abiy Ahmed soit arriv\u00e9 au pouvoir avec un discours r\u00e9formateur pr\u00e9voyant notamment la lib\u00e9ration de dissidents et de journalistes, et qu'il ait re\u00e7u plus tard le prix Nobel de la paix apr\u00e8s son accord avec l'\u00c9rythr\u00e9e, ses ann\u00e9es au pouvoir ont \u00e9t\u00e9 marqu\u00e9es par un recul des libert\u00e9s, en particulier dans le domaine des m\u00e9dias.<\/p>\n

L'\u00c9thiopie est tomb\u00e9e \u00e0 la 148e place sur 180 pays dans le classement mondial de la libert\u00e9 de la presse, en raison des restrictions impos\u00e9es \u00e0 la couverture des \u00e9lections et de l'interdiction d'entr\u00e9e sur le territoire pour plusieurs m\u00e9dias internationaux.<\/p>\n

Sur le plan \u00e9conomique, le Parti de la Prosp\u00e9rit\u00e9 met en avant des r\u00e9alisations remarquables, l'\u00e9conomie \u00e9thiopienne affichant des taux de croissance annuels sup\u00e9rieurs \u00e0 71 000 milliards de roupies, et pr\u00e9voyant d'atteindre plus de 101 000 milliards de roupies cette ann\u00e9e.<\/p>\n

De s\u00e9rieux d\u00e9fis en mati\u00e8re de s\u00e9curit\u00e9<\/h2>\n

Mais ces indicateurs positifs co\u00efncident avec de graves d\u00e9fis s\u00e9curitaires, le pays \u00e9tant en proie \u00e0 des conflits ethniques et \u00e0 des troubles dans plusieurs r\u00e9gions, notamment en Amhara et en Oromia, o\u00f9 des groupes rebelles ont menac\u00e9 de perturber le processus \u00e9lectoral.<\/p>\n

Aucune \u00e9lection n'aura lieu non plus dans la r\u00e9gion du Tigr\u00e9, qui subit encore les cons\u00e9quences de la guerre civile de 2020-2022, qui a fait environ un million de d\u00e9plac\u00e9s, et o\u00f9 les tensions persistent entre le gouvernement f\u00e9d\u00e9ral et les autorit\u00e9s r\u00e9gionales.<\/p>\n

Les r\u00e9sultats devraient \u00eatre annonc\u00e9s le 11 juin, dans l'espoir qu'il n'y aura pas de surprises, d'autant plus que le Parti de la Prosp\u00e9rit\u00e9 a remport\u00e9 environ 961 030 si\u00e8ges parlementaires lors des \u00e9lections de 2021 et se pr\u00e9sente sans opposition dans des dizaines de circonscriptions lors de la course actuelle.<\/p>\n

Malgr\u00e9 l'existence d'une quarantaine de partis d'opposition, ils manquent d'un concurrent s\u00e9rieux, le plus important couvrant moins de 60% si\u00e8ges, ce qui renforce les chances du parti au pouvoir de se maintenir au pouvoir.<\/p>\n
