L'incident de faille de s\u00e9curit\u00e9 qui s'est produit Pr\u00e9sident du Kenya<\/strong><\/a> Lors d'un \u00e9v\u00e9nement public dans la r\u00e9gion de Pampa, dans le comt\u00e9 de Kilifi, William Ruto a soulev\u00e9 des questions quant \u00e0 l'efficacit\u00e9 du syst\u00e8me de protection pr\u00e9sidentielle du pays, apr\u00e8s qu'une personne ait r\u00e9ussi \u00e0 s'approcher du pr\u00e9sident alors qu'il pronon\u00e7ait un discours devant une foule de citoyens.<\/p>\n

Alors que les autorit\u00e9s se sont empress\u00e9es d'ouvrir des enqu\u00eates et de mettre en \u0153uvre des r\u00e9formes urgentes au sein de l'\u00e9quipe de protection pr\u00e9sidentielle, cet incident a mis en lumi\u00e8re une s\u00e9rie d'incidents similaires qui ont suscit\u00e9 des inqui\u00e9tudes croissantes ces derniers mois quant \u00e0 la pr\u00e9paration en mati\u00e8re de s\u00e9curit\u00e9 et \u00e0 la coordination sur le terrain lors des apparitions publiques du pr\u00e9sident.<\/p>\n

Face \u00e0 la pression croissante exerc\u00e9e pour concilier l'ouverture du pr\u00e9sident envers les citoyens et les exigences d'une s\u00e9curit\u00e9 renforc\u00e9e, l'incident de Kilifi semble constituer un tournant susceptible d'entra\u00eener une r\u00e9\u00e9valuation compl\u00e8te des protocoles de protection pr\u00e9sidentielle au Kenya.<\/p>\n

Une faille de s\u00e9curit\u00e9 plonge le Kenya dans le chaos<\/h2>\n

L'inspecteur g\u00e9n\u00e9ral de la police k\u00e9nyane, Douglas Kanga, a ordonn\u00e9 des changements radicaux au sein de l'\u00e9quipe de protection pr\u00e9sidentielle, suite \u00e0 une nouvelle faille de s\u00e9curit\u00e9 dans la r\u00e9gion de Bamba, dans le comt\u00e9 de Kilifi, o\u00f9 une personne a r\u00e9ussi \u00e0 s'approcher du pr\u00e9sident William Ruto alors qu'il pronon\u00e7ait un discours public.<\/p>\n

Kanga a \u00e9galement d\u00e9cid\u00e9 de former une \u00e9quipe d'enqu\u00eate sp\u00e9ciale pour faire la lumi\u00e8re sur les circonstances de l'incident, soulignant que la s\u00e9curit\u00e9 du chef de l'\u00c9tat est une priorit\u00e9 absolue, notamment compte tenu des erreurs susceptibles d'affecter la s\u00e9curit\u00e9 nationale.<\/p>\n

Ce n\u2019est pas la premi\u00e8re fois que des probl\u00e8mes de s\u00e9curit\u00e9 sont soulev\u00e9s lors des interventions publiques du pr\u00e9sident Ruto, mais l\u2019incident de Pamba a sembl\u00e9 \u00e0 beaucoup franchir une ligne rouge en mati\u00e8re de s\u00e9curit\u00e9.<\/p>\n

Le secr\u00e9taire g\u00e9n\u00e9ral de la coalition UDA, Omar, a d\u00e9clar\u00e9 que ses propos visaient \u00e0 d\u00e9noncer l'injustice subie par la r\u00e9gion du Sahel, et non \u00e0 semer la division, et a pr\u00e9sent\u00e9 ses excuses. Soudain, un homme a surgi de la foule et s'est pr\u00e9cipit\u00e9 vers le chef de l'\u00c9tat pendant son discours \u00e0 Bamba, dans la province de Kilifi, franchissant bri\u00e8vement le cordon de s\u00e9curit\u00e9 avant d'\u00eatre ma\u00eetris\u00e9 par les forces de l'ordre.<\/p>\n

L'incident a \u00e9t\u00e9 suivi de chaos, les tensions montant entre les forces de s\u00e9curit\u00e9 sur place, tandis que les badauds observaient attentivement la sc\u00e8ne.<\/p>\n

Pour certains Kenyans, les visites pr\u00e9sidentielles sont devenues l'occasion d'exprimer directement leurs souffrances et leurs conditions de vie, certains citoyens cherchant \u00e0 rencontrer personnellement le pr\u00e9sident pour attirer l'attention sur leurs probl\u00e8mes, quitte \u00e0 contourner les mesures de s\u00e9curit\u00e9.<\/p>\n

La r\u00e9cente br\u00e8che a r\u00e9v\u00e9l\u00e9 des lacunes en mati\u00e8re de pr\u00e9paration, de coordination et de rapidit\u00e9 de r\u00e9action au sein de l'\u00e9quipe de s\u00e9curit\u00e9 proche du pr\u00e9sident lors d'\u00e9v\u00e9nements publics.<\/p>\n

Ce n'est plus consid\u00e9r\u00e9 comme un incident isol\u00e9, mais plut\u00f4t comme une tendance inqui\u00e9tante au sein du plus haut appareil de s\u00e9curit\u00e9 du pays et de l'unit\u00e9 d'\u00e9lite de protection pr\u00e9sidentielle.<\/p>\n

Ces derniers mois, plusieurs incidents li\u00e9s aux apparitions publiques du pr\u00e9sident ont r\u00e9v\u00e9l\u00e9 des failles de s\u00e9curit\u00e9 r\u00e9currentes, certaines personnes ayant \u00e9t\u00e9 intercept\u00e9es quelques instants avant de s'approcher dangereusement du pr\u00e9sident.<\/p>\n

La confusion au sein de l'unit\u00e9 de s\u00e9curit\u00e9 a \u00e9galement \u00e9t\u00e9 mise en lumi\u00e8re le 22 mai, lorsque le commandant de l'unit\u00e9 de la garde pr\u00e9sidentielle, Noah Mayo, a \u00e9t\u00e9 film\u00e9 en train de s'en prendre apparemment \u00e0 un policier et m\u00eame d'essayer de s'emparer de son arme, avant que le ministre des Mines, Hassan Joho, n'intervienne pour ma\u00eetriser rapidement la situation.<\/p>\n

Le r\u00e9cent incident a relanc\u00e9 le d\u00e9bat sur la gestion des foules, la coordination des renseignements et la mani\u00e8re de trouver un \u00e9quilibre entre la possibilit\u00e9 pour les citoyens d'\u00e9changer avec le pr\u00e9sident et la garantie de sa s\u00e9curit\u00e9.<\/p>\n

Kanga a d\u00e9clar\u00e9 : \u201c J\u2019ai ordonn\u00e9 des changements imm\u00e9diats au sein de l\u2019\u00e9quipe de s\u00e9curit\u00e9 charg\u00e9e de la protection du pr\u00e9sident.
