The prisoners were being held by the Allied Democratic Forces, a Ugandan group active in eastern Congo, which pledged allegiance to the Islamic State a decade ago.<\/p>\n
The Alliance of Democratic Forces in eastern Congo was formed in 1995 through an agreement between the Ugandan Tablighi Jamaat and the National Army for the Liberation of Uganda to fight against the Ugandan government at that time.<\/p>\n
The Allied Democratic Forces, based mainly within the Democratic Republic of Congo, pledged allegiance to the ISIS terrorist organization in a video recorded during July 2019, prompting the organization to declare the Democratic Forces as its local branch in the African country, bearing the name \u201cISIS \u2013 Central Africa Province,\u201d also known as ISIS Uganda.<\/p>\n
In September 2020, Moussa Seka Paloko, leader of the Allied Democratic Forces, announced that he had become part of the global ISIS project and that there was no longer anything called the Allied Democratic Forces, saying, \u201cWe are a province, the Central African Province, and it is one of the many provinces that make up the Islamic State.\u201d.<\/p>\n
Since the Allied Democratic Forces declared themselves an offshoot of ISIS, the militia has carried out numerous horrific attacks, and in March 2021 the United States designated the Allied Democratic Forces, led by its leader Sika Musa Baluku, as a terrorist organization.<\/p>\n
Uganda is located in the heart of sub-Saharan Africa on the equator and is bordered by Kenya to the east, Rwanda, Tanzania and the Democratic Republic of Congo to the south, and Sudan to the north.<\/p>\n
It is a fertile plateau bordered by mountains at the headwaters of the Nile River and contains Africa's largest freshwater lake, Lake Victoria. Forests and scrubland cover about a third of the country, while arable land makes up a quarter. Uganda generally has a tropical, rainy climate, and the rainy season is characterized by mild weather and frequent cloud cover.<\/p>\n
