Moroccan-French relations are witnessing a new phase of political and strategic rapprochement, driven by an unprecedented consensus between the leaderships of the two countries and a shared desire to expand areas of cooperation.<\/p>\n

Moroccan Sahara and a forthcoming treaty: How will France redefine its relationship with Morocco?<\/span><\/h3>\n

In this context, Paris reaffirmed its commitment to its position supporting Morocco\u2019s sovereignty over the Sahara, coinciding with the announcement by both sides of their readiness to elevate bilateral relations through an exceptional friendship treaty expected to be signed during the anticipated visit of Moroccan King Mohammed VI to France.<\/p>\n

French Prime Minister Sebastien Lecornu affirmed on Thursday that his country's position supporting Morocco's sovereignty over the Sahara within the framework of the autonomy plan is "a firm and irreversible position that will not change," stressing that "France stands by Morocco with complete loyalty and sincerity.".<\/p>\n

Lecornu's remarks came during a joint press conference with Moroccan Prime Minister Aziz Akhannouch, following the conclusion of the fifteenth session of the high-level meeting between Morocco and France, which was held in the Moroccan capital, Rabat.<\/p>\n

The French Prime Minister explained that Moroccan-French cooperation must move to broader horizons and wider levels in the next phase, stressing that this cooperation is based on joint work between the two governments, in addition to human closeness and continuous exchange between the two peoples.<\/p>\n

Locorno noted that the meeting also paves the way for an important milestone: the upcoming state visit of Moroccan King Mohammed VI to France. He explained that the visit is expected to result in the signing of an exceptional friendship treaty that goes beyond the renewed exceptional strategic partnership announced during French President Emmanuel Macron\u2019s visit to Morocco.<\/p>\n

He added that the presence of this large number of ministers at the meeting reflects the desire of both countries to bring about a qualitative shift in bilateral relations, in a way that achieves their common interests, and is also reflected in their relations with the European Union and the African continent.<\/p>\n

For his part, Moroccan Prime Minister Aziz Akhannouch affirmed that the meeting of the Joint High Committee reflects a firm political conviction that the exceptional and strong partnership desired by King Mohammed VI and French President Emmanuel Macron has entered the stage of full implementation.<\/p>\n

Akhannouch explained that this partnership is no longer based solely on the historical ties between the two countries, but has become based on a shared strategic vision that is based on political rapprochement, mutual trust, and a shared ambition to face current challenges.<\/p>\n

He added that what has been achieved since October 2024 confirms the success of this vision, noting that relations between the two countries have witnessed, in less than a year, more than 40 visits and high-level meetings, in which the two governments, institutions, local authorities, economic actors, universities and civil society organizations participated, with the aim of translating the exceptional partnership into practical projects on the ground.<\/p>\n

At the conclusion of the fifteenth session, the two sides signed a number of agreements and memoranda of understanding covering multiple vital areas, in a move that reflects the shared will to elevate the strategic partnership between the two countries to unprecedented levels.<\/p>\n

The agreements included a declaration of intent in the field of feminist foreign policy, a cooperation protocol to activate the financing of the high-speed train line between Kenitra and Marrakech, in addition to a statement supplementing the memorandum of understanding on activating the partnership in the field of water, a declaration of intent to teach Arabic language, history and geography in French educational institutions in Morocco, as well as a partnership agreement between the French Higher Maritime Institute and the Moroccan Higher Institute for Strategic Studies.<\/p>\n

The agreements also included cooperation between Morocco Post and France Post, a declaration of intent to cooperate in the field of cultural exchange, and another for cooperation in the field of cinema and the visual industry in the African continent, as well as the signing of memoranda of understanding on the bilateral committee for defense industries and technical arrangements for military archives.<\/p>\n

This development comes in light of France's announcement in July 2024 of its recognition of Moroccan sovereignty over the Sahara, a significant diplomatic shift in relations between the two countries and the course of the conflict that has persisted for more than 49 years.<\/p>\n

French President Emmanuel Macron had confirmed, in a letter addressed to the Moroccan monarch on July 30, 2024, that the autonomy initiative under Moroccan sovereignty represents the framework through which the issue should be resolved, stressing that France\u2019s support for this proposal, which Morocco put forward in 2007, is \u201cclear and unwavering.\u201d.<\/p>\n
