In light of the war raging between Russia and Ukraine for more than 4 years, the conflict was not limited to its geographical scope, but included thousands of African citizens who found themselves on battlefronts in which they had no stake.<\/p>\n

According to reports highlighting the methods used to exploit migrants in achieving military objectives in the war between the two countries, thousands of young Africans are fighting alongside the Russian army on Ukrainian soil, and some of them have been killed during the battles.<\/p>\n

Kenya, Zambia, Tanzania, Nigeria, South Africa, Togo, Ghana, Botswana, and Mali have all recorded cases of their youth being falsely recruited into the Russian army.<\/p>\n

This phenomenon raises many questions about the measures taken by countries whose citizens are involved in the Russia-Ukraine war, despite the thousands of geographical miles that separate them from the battlefronts, which necessitated diplomatic interventions initiated by the Kenyan state.<\/p>\n

Kenya begins protecting its citizens from trafficking<\/strong><\/h2>\n

Kenya\u2019s cabinet has approved the country\u2019s accession to two international treaties against mercenaries, a major step aimed at curbing the recruitment of Kenyans in foreign conflicts and strengthening efforts against human trafficking.<\/p>\n

This decision paves the way for Kenya to join the 1989 United Nations Convention against the Recruitment, Use, Financing and Training of Mercenaries, and the 1977 OAU Convention on the Elimination of Mercenary Labor in Africa, with proposed amendments to the Anti-Trafficking in Persons Act and other laws.<\/p>\n

This came after the government revealed that 291 Kenyans had fallen victim to irregular military recruitment in Russia.<\/p>\n

These reforms come amid growing concerns that more than 500 Kenyan citizens have been recruited to work as mercenaries in the Russian army fighting against Ukraine.<\/p>\n

Although Kenya is already a signatory to the OAU Convention, it has not yet joined the UN Convention on Mercenaries.<\/p>\n

The government asserts that joining both conventions will strengthen Kenya\u2019s legal framework, enable it to prosecute or extradite criminals, and support its long-standing foreign policy based on non-interference, non-alignment, and the peaceful settlement of disputes.<\/p>\n

Human trafficking networks<\/strong><\/h2>\n

A report published by The New York Times revealed that a number of young Africans willingly joined the Russian army to fight for financial gain, while many others were lured with promises of civilian jobs in Russia, such as security or cooking. According to the report, upon arrival, these individuals were surprised to find themselves forced to join Russian forces and participate in the fighting in Ukraine.<\/p>\n

According to the newspaper, several African countries are active with fake recruitment companies that lack credibility and use travel or employment agencies as a front for their work, while relying on social media platforms to promote their advertisements and attract job seekers.<\/p>\n

The New York Times cited interviews it conducted with a number of African victims and recruits, revealing that those in charge of recruitment do not work directly with the Russian Ministry of Defense, and that the contracts that were signed were written in Russian, which prevented many recruits from understanding their terms or seeing their details.<\/p>\n

The report noted that Russian job advertisements spread widely across social media platforms in Africa during the past year, including offers of monthly salaries of up to three thousand dollars, in addition to financial incentives that may reach 18,000 dollars, as well as promises to grant Russian citizenship after six months of work.<\/p>\n

The report did not specify the exact number of young people lured to the front lines in this way, but it noted that authorities in at least nine African countries had identified similar cases. In Kenya, the National Intelligence Service concluded that approximately 1,000 citizens traveled to Russia before ending up fighting in Ukraine, and that only about 30 of them survived, according to the report.<\/p>\n

In a memo to the Kenyan Cabinet, it stated that loopholes in the country\u2019s domestic legislation allowed unscrupulous recruitment agencies to deceive Kenyans and induce them to accept dangerous assignments abroad.<\/p>\n

Kenyan officials said the proposed legal changes would target human trafficking networks that send Kenyans to countries in the Middle East, Southeast Asia and Eastern Europe for forced labor, sexual exploitation and criminal activities.<\/p>\n

Russian admission of African participation in the war<\/strong><\/h2>\n

The New York Times reported in two separate reports that Russian Foreign Minister Sergey Lavrov acknowledged last March the involvement of foreigners in what Moscow describes as a \u201dspecial military operation\u201d in Ukraine.<\/p>\n

In contrast, he denied that the Russian government had hired or recruited people to fight against their will, asserting that \u201cvolunteers go there in full compliance with Russian legislation.\u201d.<\/p>\n

On the other hand, Ukraine's ambassador to South Africa, Oleksandr Shcherba, accused Russia of exploiting young Africans seeking employment, arguing that Moscow targets those in need. He said, "I am appalled by the scale of the deception, inhumanity, and imperialistic attitude towards Africans who desperately need money.".<\/p>\n

What is the solution to protect Africans?<\/strong><\/h2>\n

While the political stance of the countries of the \u201cAfrican continent\u201d does not allow their citizens to be involved in a war in which their government has committed to neutrality, confronting this phenomenon has become inevitable, especially with the lack of conscience of the parties that lead those seeking to earn a living and throw them into the front lines.
