At a time when Egyptian-African relations are witnessing increasing momentum at the political, economic and developmental levels, the Democratic Republic of Congo stands out as one of the most important African countries that has long-standing historical relations with Egypt dating back decades, based on a legacy of cooperation and coordination on many issues of common interest.<\/strong><\/p>\n

In light of the recent developments in the Democratic Republic of Congo, whether in terms of confronting the Ebola outbreak or the security and economic challenges, Zoom Africa News conducted an interview with Ambassador Hesham Elmekwad, the Egyptian Ambassador to the Democratic Republic of Congo, to learn about the nature of the Egyptian support provided to Kinshasa, the future of bilateral relations between the two countries, and the most prominent investment opportunities available to Egyptian companies in the Congolese market.<\/p>\n

The dialogue also addressed prospects for political, economic, cultural and educational cooperation between Cairo and Kinshasa, Congo\u2019s position on regional issues of importance to Egypt, foremost among them the Nile water issue, in addition to assessing the reality of stability and security in the Democratic Republic of Congo, and the role of sports and cultural exchange in strengthening relations between the two peoples.<\/p>\n

The text of the dialogue...<\/span><\/p>\n

We would like to begin by discussing the aid that the Arab Republic of Egypt sent to the sisterly Democratic Republic of Congo last week. Tell us more about these Egyptian efforts and inform us about the current crisis facing Congo.<\/span><\/h3>\n

Egypt responded quickly and immediately to the current health crisis in the Democratic Republic of Congo, namely the outbreak of the Ebola epidemic in eastern Congo during the past few weeks.<\/p>\n

Based on the fraternal and historical ties between the two countries, presidential directives were issued to undertake a clear and swift effort by sending medical and food aid to the Democratic Republic of Congo. This was accomplished through the Egyptian Agency for Partnership for Development and the Egyptian Ministry of Health, with the aid being sent in three phases totaling 10 tons.<\/p>\n

The truth is that this Egyptian effort was met with a very positive response at the governmental and official levels, as well as at the popular level, and received extensive media coverage. I attended a coordination meeting with the Prime Minister during which the latest developments were briefed, and the swift Egyptian effort in this difficult situation was commended.<\/p>\n

\"\"<\/p>\n

If we talk about Egyptian-Congolese relations, whether on the political, cultural, investment, or trade level, how do you see the reality of these relations?<\/span><\/h3>\n

I will not dwell too much on the historical dimension, but Egyptian-Congolese relations are historical relations dating back to 1960.<\/p>\n

History always remembers Egypt\u2019s stance towards the Congolese fighter and statesman Patrice Lumumba, and the noble Egyptian stance towards this African icon and his family is still strongly present in the conscience and history of Congo.<\/p>\n

Over the years, and despite the different leaders, Egyptian-Congolese relations have remained distinguished, linked by several axes, and close personal relationships have been maintained between the presidents at various stages.<\/p>\n

In this context, I recall President Mobutu Sese Seko, who always mentioned a position he took during the October War of 1973, when he said his famous phrase: \u201cIf there is a choice between a friend and a brother, the choice will be for the brother,\u201d referring to Egypt.<\/p>\n

In recent years, relations have witnessed a remarkable improvement in the level of political coordination between the leaderships of Egypt and the Democratic Republic of Congo. Indeed, the Democratic Republic of Congo has adopted clear and explicit positions regarding the Nile water issue, a matter closely linked to Egyptian national security.<\/p>\n

Congo has neither signed nor ratified the Entebbe Agreement, and President Felix Tshisekedi has always emphasized, both in his conversations with me and in his public statements, that Congo has not taken any position that would harm Egyptian interests in this vital matter.<\/p>\n

This is a clear message that reflects the depth of political relations between the two countries, and has resulted in continuous coordination at the level of the President of the Republic and the Ministers, especially the Minister of Foreign Affairs and the Minister of Water Resources and Irrigation, on many files of common interest.<\/p>\n

There is also ongoing consultation and coordination in various international forums, whether within the African Union, the United Nations, or other international organizations, with the aim of adopting similar positions on issues of concern to the African continent.<\/p>\n

\u00a0What about economic and investment relations?<\/span><\/h3>\n

\u00a0<\/strong><\/p>\n

There is undoubtedly significant progress, but I believe it has not yet reached the level of the distinguished political relations between the two countries.<\/p>\n

The Congolese market is a huge market with about 120 million citizens, and the country has diverse and large natural resources, making it one of the most promising markets in the African continent.<\/p>\n

Indeed, there are many large and medium-sized countries operating strongly within the Congo, and therefore it has become necessary for Egyptian companies to gain a larger foothold within this market.<\/p>\n

Here I refer to a very successful model, which is the Arab Contractors Company, which has been present in Congo for about 14 years, and has achieved clear accomplishments in vital projects, especially in the roads sector, and it was the first to construct the Congolese Ministry of Defense building.<\/p>\n

This model therefore confirms that the Congolese market is capable of absorbing more Egyptian companies, and that the Egyptian private sector must make the necessary effort to explore this market, even if we have been relatively late in entering it.<\/p>\n

As the English proverb says, \u201cBetter late than never,\u201d and all Egyptian state agencies are ready to provide the necessary facilities and information in this field.<\/p>\n

\"\"<\/p>\n

What are the most prominent investment opportunities available in the Democratic Republic of Congo? And how can more Egyptian companies be attracted to it?<\/span><\/h3>\n

There is no doubt that the infrastructure sector is among the most promising sectors. When we talk about infrastructure, we mean roads, transportation, and various logistics projects.<\/p>\n

There are several projects that are a priority for the Congolese side, including a railway line project linking the capital Kinshasa to the country\u2019s main port in the city of Matadi, which is one of the huge projects that is still looking for investors and companies capable of implementing it.<\/p>\n

There are also important opportunities in developing and improving the efficiency of domestic airports, in addition to river transport, which is of great interest in Congo due to the widespread reliance on the Congo River as a primary means of transportation and goods transport.<\/p>\n

The Congolese side needs technical and technological expertise and companies capable of implementing these projects, while Egypt has great expertise in the fields of infrastructure and transportation, in addition to the presence of Egyptian companies that have proven their efficiency in implementing major projects inside and outside Egypt.<\/p>\n

What about the other sectors?<\/span><\/h3>\n

There is the mining sector, which is one of the most important economic sectors in the Democratic Republic of Congo. The country is known for its huge mineral wealth, whether gold or rare metals such as lithium and cobalt.<\/p>\n

It is true that Chinese and American companies have a strong presence in this sector, but the market is very large and can accommodate more investments, and there is a real opportunity for Egyptian companies to enter and compete.<\/p>\n

There is also the agricultural sector, as Congo has vast areas of arable land, in addition to the energy sector, which is witnessing an increasing need for electricity generation, including small and medium-sized dam projects that are of great interest to the Congolese government.<\/p>\n

The health and pharmaceutical sector also represents a very important opportunity. Positive steps have already been taken in this area, including the signing of a cooperation agreement between the Egyptian Drug Authority and its Congolese counterpart.<\/p>\n

Egyptian medicine has already begun to enter the Congolese market, although it is still in its early stages, but the indicators are positive and suggest the possibility of expansion in the coming period.<\/p>\n

In short, the success of Egyptian companies in Congo requires a genuine effort to explore the market, through field visits and building partnerships with Congolese companies. Results may not be immediate, but they will certainly materialize in the medium to long term, as demonstrated by the experiences of many countries and companies operating there.<\/p>\n

\"\"<\/p>\n

What message would you like to convey to Egyptian companies wishing to invest or expand within Africa in general and Congo in particular?<\/span><\/h3>\n

I believe there are several key steps that should be followed.<\/p>\n

First, the laws and regulations governing trade and investment in the target country must be thoroughly studied, and the rules for establishing companies, mechanisms for accessing markets, how to deal with government agencies, and how to follow up on tenders and projects offered must be identified.<\/p>\n

Secondly, in French-speaking countries, including the Democratic Republic of Congo, it is important for companies to have French-speaking staff. While not fluent in French is not an insurmountable obstacle, it can limit the ability to communicate and understand local partners.<\/p>\n

Third, field visits are absolutely essential. Real opportunities cannot be identified solely through reports, but rather through being on the ground and engaging directly with government agencies and the private sector.<\/p>\n

Coordination with the Egyptian Embassy and the Trade Office is also very important, because we have a wide network of relationships and communication, and we always seek to help Egyptian companies arrange meetings and introduce the available opportunities.<\/p>\n

Direct dialogue remains the shortest way to understand the needs of the local market and to identify opportunities for cooperation and partnership.<\/p>\n

The results may not come today or tomorrow, but they will certainly come if there is persistence and continuity.<\/p>\n

If there were no real opportunities in Congo, we would not see so many countries and companies competing to be present there.<\/p>\n

Competition today is far fiercer than it was ten years ago. We are seeing new players enter the Congolese market aggressively, including T\u00fcrkiye, which is implementing a clear strategy for expansion in Africa.<\/p>\n

Turkish companies have become present in the fields of construction and building, and there is a Turkish school and a Turkish health center in Congo, which reflects the existence of an integrated plan for the Turkish presence within the continent.<\/p>\n

That is why I always say that the political relations between Egypt and Congo are strong and distinguished, as is the security cooperation, but the main weakness is still that the economic and investment relations have not yet reached the level that matches these advanced political relations.<\/p>\n

What about cultural and educational relations between Egypt and the Democratic Republic of Congo?<\/span><\/h3>\n

This is a very important aspect of relations between the two countries. One of the most prominent areas of cooperation in this field is the presence of five envoys from Al-Azhar University in the Democratic Republic of Congo, who teach Islamic sciences and the fundamentals of the Islamic religion, and are highly regarded and respected by Muslims in Congo.<\/p>\n

Egypt also provides a large number of scholarships for Congolese students, whether through Al-Azhar or Egyptian public and private universities.<\/p>\n

It should be noted here that during the recent visit of President Felix Tshisekedi and his wife to Egypt to participate in the celebrations of the opening of the Grand Egyptian Museum, the First Lady of Congo visited the German University in Cairo, where the university announced the provision of ten scholarships for Congolese students.<\/p>\n

There are also numerous grants and training courses offered by the Egyptian Agency for Partnership for Development, in addition to training programs organized by various Egyptian institutions for the benefit of Congolese personnel.<\/p>\n

Although Senghor University is not an Egyptian university in the direct sense, it is based in Egypt and provides educational opportunities that benefit a number of Congolese students.<\/p>\n

For our part, we were keen to establish a group that includes graduates of Egyptian universities and former students in Egypt, with the aim of maintaining contact with them and keeping them informed of the latest developments in Egypt, because we believe that the relationship should not end with the end of the study or training course.<\/p>\n

The truth is that most of those who visit Egypt for study or training come away with a very positive impression of the Egyptian people, Egyptian civilization, and the great development that the country has witnessed in recent years, which strengthens the bonds of friendship and love between the two peoples.<\/p>\n

Is there any official participation expected from the Democratic Republic of Congo in the African Union meetings in El Alamein at the end of this month?<\/p>\n

So far, we have not received final official confirmation, but according to the available indicators and information, it is expected that there will be representation from the Democratic Republic of Congo at these important meetings.<\/p>\n

How do you see the role of sports in supporting relations between peoples?<\/span><\/h3>\n

Sport plays a vital and important role in promoting rapprochement between African peoples, and contributes significantly to strengthening popular relations.<\/p>\n

Naturally, football is the most popular sport on the continent, and there is widespread knowledge in Congo of the major Egyptian clubs, most notably Al-Ahly and Zamalek.<\/p>\n

Egyptian star Mohamed Salah also enjoys great status and widespread appreciation among the Congolese people, and is seen as one of the most prominent sporting figures in the African continent.<\/p>\n

In recent years we have witnessed various forms of cooperation and sports exchange, whether through reciprocal visits between teams or participation in continental championships.<\/p>\n

One of the interesting things I remember is that President Felix Tshisekedi, during my first meeting with him to present my credentials, spoke about the Arab Contractors Company. He did not limit his talk to the company only, but also referred to the Arab Contractors Club and its sporting history, which reflects the extent of knowledge and interest in Egyptian affairs within Congo.<\/p>\n

I would like to talk about an important issue that concerns many people: stability and security levels in the Democratic Republic of Congo, and indeed in Africa in general, especially since some people have a negative stereotype about the African continent.<\/span><\/h3>\n

in <\/strong>To begin, it must be emphasized that generalizations cannot be made when discussing Africa. The continent comprises dozens of countries with diverse political, economic, social, and security circumstances.<\/p>\n

It is true that there are some common challenges, but each country has its own particularities and different circumstances.<\/p>\n

As for the Democratic Republic of Congo, it is a vast country, characterized by great tribal, ethnic and linguistic diversity, and it shares borders with more than 12 countries, factors that make managing some issues more complicated.<\/p>\n

It is no secret that eastern Congo has been experiencing security challenges for some time, linked to the activities of the \u201cM23\u201d movement and the tensions between Congo and Rwanda.<\/p>\n

However, economic and investment activity has not ceased. Chinese, American, Canadian, Belgian, and Turkish companies continue to operate within Congo, including in some areas facing security challenges.<\/p>\n

This in itself is an important indicator that job and investment opportunities still exist, and that the investment environment is capable of accommodating more international partnerships.<\/p>\n

If there were no real opportunities for success, these companies would not have continued to operate and expand for decades.<\/p>\n

The Chinese experience is a clear example of this, as the Chinese presence in Congo has not stopped during the past decades, but has increased in strength and influence.<\/p>\n

I would like to go further, which is that if Egypt wants to maintain a strong and sustainable influence within Congo, regardless of changes in governments or political leadership, it must have strong and deep-rooted economic interests within that country.<\/p>\n

Economic interests are what give relationships continuity and strength in the long term, while relying solely on political or personal relationships may make these relationships vulnerable to changes.<\/p>\n

Therefore, strengthening the Egyptian economic presence in Congo is not just an investment opportunity, but also a strategic investment in the future of relations between the two countries.<\/p>","protected":false},"excerpt":{"rendered":"
