Ismail Omar Guelleh, President of the Republic Djibouti The Prime Minister issued decrees appointing the members of the new government, effective May 17, 2026, with the decision to take effect immediately before its official publication in the Official Gazette of the Republic.

The new government formation included the appointment of: Abdul Qadir Kamil Muhammad as Prime Minister.
The new formation of the Djiboutian government
His Excellency the President of the Republic, Mr. Ismaïl Omar Guelleh, Head of Government, signed the decrees appointing the members of the government.
Article 1: The government shall be composed as follows:
Abdul Qadir Kamil Muhammad: Prime Minister.
Ali Hassan Bahdon: Minister of Justice and Prison Affairs, in charge of Human Rights and Relations with Parliament.
Elias Moussa Dawaleh: Minister of Economy and Finance in charge of Industry.

Abdul Qadir Hussein Omar: Minister of Foreign Affairs and International Cooperation, and official spokesperson for the government.
Hassan Omar Burhan: Minister of Defense.
Omar Abdi Said: Minister of the Interior.
Ismail Ibrahim Robleh: Minister of Budget.
Mona Othman Aden: Minister of Health.
Mustafa Mohamed Mahmoud: Minister of National Education and Vocational Training.
Dr. Nabil Mohamed Ahmed: Minister of Higher Education and Research.
Hanan Farah Aswi: Minister of Women and Family.
Radwan Abdullah Badhan: Minister of Agriculture, Water, Fisheries, Livestock and Water Resources.
Saeed Noah Hassan: Minister of Infrastructure and Equipment.
Momen Hassan Berri: Minister of Islamic Affairs and Endowments.

Fatima Ali Abdullah is a Secretary of State in charge of sports.
Article 2 states: This decree shall enter into force immediately before its publication in the Official Gazette of the Republic of Djibouti.
