The Democratic Republic of Congo has announced it is filing a lawsuit against Rwanda at the International Court of Justice, accusing Kigali of responsibility for violations that occurred in the east of the country over decades of armed conflict and security instability.

The Congolese government said the lawsuit is based on what it considers violations of a number of international agreements, asking the court to consider the charges and take the necessary legal action.

Allegations of abuses against civilians

Kinshasa accuses Rwanda of involvement in violence that has plagued the eastern regions of the country since the 1990s, including killings, forced displacement, abuses against civilians, sexual violence, and destruction of property.

Congolese authorities confirmed that ongoing conflicts in the east of the country have caused widespread humanitarian and security crises, and have led to the displacement of millions of people in recent years.

Demands for compensation and an end to violations

Through the lawsuit, the Democratic Republic of Congo seeks a ruling that would compel Rwanda to cease what it describes as violations, in addition to providing compensation to the state and the victims, and ensuring that these acts are not repeated in the future.

Kinshasa is also demanding that legal responsibility be acknowledged for the damage inflicted on civilians and infrastructure as a result of years of conflict and instability in the east of the country.

Ongoing tensions between the two countries

Relations between the Democratic Republic of Congo and Rwanda are experiencing ongoing tension due to the security situation in eastern Congo, where Kinshasa accuses Rwanda of supporting armed groups active in the region, while Kigali denies these accusations.

The issue of armed groups and border disputes is one of the main causes of tension between the two countries, amid ongoing regional and international efforts to find political solutions to the crisis.

Legal and political dimensions

Observers believe that the Democratic Republic of Congo's recourse to the International Court of Justice represents a legal and diplomatic escalation that could have repercussions on relations between the two countries and on regional mediation efforts.

This move also reflects the extent of the security and political complexities in the Great Lakes region, which has been suffering from armed conflicts and humanitarian crises for years.
