The Southern African Development Community (SADC), with the support of the Government of the Republic of MalawiA monitoring and evaluation meeting, consisting of monitoring and evaluation experts in the field of correctional facilities, prisons and detention centers in Salima, Malawi.
The meeting brought together monitoring and evaluation experts from the member states of the Southern African Development Community (SADC) to review and comment on the Strategic Action Plan Analysis Report for Corrections, Prisons and Detention Centers of the Community (2021-2025).
The discussions focused on studying the results and recommendations stemming from the strategy review, identifying priority areas for future interventions, providing technical support, and drawing up a roadmap for moving forward.
Integrating anti-corruption initiatives into the rehabilitation of criminals
Among the key issues highlighted during the meeting was the importance of integrating anti-corruption initiatives into criminal rehabilitation programs, as well as strengthening interventions aimed at addressing and managing gang activity within correctional facilities throughout the region.
Participants emphasized the crucial role of monitoring and evaluation in strengthening correctional and detention systems across the region. Effective monitoring and evaluation systems enable member states to track progress, measure outcomes, identify gaps, and support evidence-based decision-making.
The meeting provided an opportunity for participants to review progress made, exchange experiences, and identify challenges facing reform and rehabilitation services throughout the region.
Rehabilitating criminals and reintegrating them into society
The discussions covered key areas, including the rehabilitation and reintegration of offenders into society, the harmonization of reporting systems, institutional reforms, human rights compliance, the management of correctional and rehabilitation services, staff capacity building, health services, infrastructure improvement, and the implementation of regional instruments.
The Monitoring and Evaluation Experts Meeting also focused on reviewing and adopting key documents, providing a solid technical basis for the Conference of Heads of Correctional, Rehabilitation and Prison Services of the Southern African Development Community (SADC) countries scheduled to be held from 19 to 21 May 2026 in Salima, Malawi.
